The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for consulting services.

2. The objective of the assignment is to assist the Ghana Audit Service (GAS) to undertake an assessment of existing practices and systems, identify the needs for the AMIS web-based application software and the improvement of ICT capabilities and infrastructure (data centers, servers, network connectivity, workstations/laptops, printers, information security, web portal access, interfaces, and more), and develop a roadmap for the design, development and implementation of AMIS.



SCOPE OF SERVICE

3. The consultant is expected to carry out the following tasks:

a) Study in depth all available documents and data concerning the Ghana Audit Service (GAS) objectives, regulations, processes, and systems, as well as the initial AMIS requirements prepared by GAS.
b) Conduct a survey of the existing practices and systems through direct interviews, meetings, and discussions with all GAS units. The purpose of this is to assess realistically the needs and requirements of the direct beneficiaries that will use the AMIS system.
c) Provide top quality professional advice and share international good practices related with the functionalities and technical requirements of similar AMIS solutions and DW/BI platforms. Prepare a comparative analysis of existing commercial and open source software packages that may fully or partially meet future AMIS requirements.
d) Prepare a detailed needs analysis for the development of AMIS web-based application software, including possible improvements in ICT capabilities and infrastructure (data centers, servers, network connectivity, workstations/laptops, printers, security, web portal access, and more), as well as staff skills (to improve IT literacy and knowledge on web based applications) and existing workplace productivity tools (e.g. Smart Workplace currently being pilot tested).
e) Assess a partially built application software for core AMIS needs and advise on whether it can be used for the purpose or a new one be developed.
f) Suggest possible AMIS implementation options based on the needs and requirements identified (developing a new system through competitive selection of a supplier, or in-house development of AMIS using partially built system with support from solution providers, or other options).
g) Suggest possible options for interconnectivity of AMIS and DW/BI with existing government systems (GIFMIS, Tax/Customs, HRMIS/Payroll, Procurement, Bank of Ghana, Business Registry, National ID System, Debt Management, Public Investment Management, etc.) using existing/new platforms managed by NITA (e.g. enterprise service bus and web services/APIs).
h) Prepare the functional and technical specifications of the new AMIS (software, hardware, network equipment, interfaces, etc.) and DW/BI in line with the implementation approach selected by the GAS. Possibility of using open source software for AMIS modules (and DW/BI) will be included in the bidding document to provide enough flexibility for open source providers in addition to commercial packages. Requirements for the development of interfaces with existing government systems for data exchange and reporting needs should also be included. These requirements shall be incorporated in the final bidding document to be prepared by the Consultant.
i) Prepare a detailed AMIS implementation plan and realistic cost estimate for the ICT solutions, services and training/change management activities to ensure timely completion within available budget. Provide guidance on Quality Assurance (QA) tests and procedures for developing the AMIS.
j) Assist in the preparation of the bidding documents based on the World Bank guidelines.

EXPECTED OUTPUTS
4. The following outputs shall be submitted by the consultant

a) An Inception Report (week 2) which shall describe (i) initial results; (ii) final Work Plan; (iii) potential problems; (iv) proposed approaches for fulfilling this engagement under the Contract; (v) proposed clarifications to the resources to be provided by the Consultant and the Client; (vi) view as to any preconditions for successful execution of the assignment; and (vi) any other matter which the Consultant wishes to raise relative to the assignment.
b) An Interim Report (week 8) that includes three reports: (i) detailed needs analysis for AMIS; (ii) assessment of partially built AMIS software; (iii) possible AMIS implementation options based on the needs analysis and requirements identified; (iv) deviations, if any, and corrective actions to be taken to return to the planned schedule of progress; (v) proposed actions to be taken and inputs provided by the Consultant in the upcoming period; and (vi) resources that the Consultant expects to be provided by the Ministry of Finance (MoF) and/or actions to be taken by the MoF.
c) A Final Report (week 18) that summarizes the work performed, results achieved, and recommendations for follow-on action to further the objectives of the contract or otherwise promote success of the Project. The Final Report should include the latest versions of; (i) AMIS Functional and Technical Requirements; (ii) detailed implementation plan and cost estimates;

5. The Ministry of Finance, represented by the Public Financial Management Reform Project now invites eligible Individual Consultants (“Consultants”), to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) General Experience of the Individual
b) Specific Experience in undertaking similar assignments
