- TRANSACTION ADVISORY SERVICES FOR THE DEVELOPMENT OF A RAILWAY LINE FROM KUMASI TO PAGA (CENTRAL SPINE)
The Ministry of Railways Development of the Republic of Ghana in collaboration with the Ghana Railway Development Authority intend to apply part of its budgetary allocation to payments under the contract for Transaction Advisory Services for the Development of a Railway Line from Kumasi to Paga (Central Spine).
The objectives of the assignment would be to improve rail and logistics infrastructure as part of an integrated transport network in Ghana, helping to improve services to customers and reduce the cost of transport, especially, in trade to and from the hinterland and the Northern regions of Ghana.
The assignment will be carried out in two (2) phases as follows:
Phase I: In phase one of the assignment, the Transaction Advisor will review all relevant studies undertaken by Government on the corridor including the various outputs of an on-going Feasibility Study being undertaken by a Team of Consultants. The objective of the review is to prepare and package a bankable project for the development of the rail infrastructure from Kumasi through Tamale to Paga.
Phase II: In the second phase, the Transaction Advisor will provide advisory services for the procurement of an investor(s) which advisory services shall include advice on the preparation of all necessary documentation and processes (Expression of Interest, undertake Bidders’ Conference, Request for Proposal, Proposals Evaluation, Selection and Negotiations with a private sector entity and bring it to financial closure).
The Ministry of Railways Development now invites eligible Transaction Advisory firms to indicate their interest in providing the Services. Interested TAs should provide information demonstrating that they have the requisite qualifications, relevant experience and expertise to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The shortlisting criteria are that all consultants responding to this Request for Expressions of Interest must have at least ten (10) years of relevant similar experience and technical capacity in providing Transaction Advisory Services for Transport Sector organizations across Africa.
TA firms may associate with other firms in the form of a joint bid. Every bid must include significant Ghanaian participation.
