- The Ministry of Railways Development of the Republic of Ghana in collaboration with the Ghana Railway Development Authority intends to apply part of its budgetary allocation to payments under the contract for Transaction Advisory Services for the Development of the Western Railway Line.
The objectives of the assignment would be to:
• Review existing studies on the Western Railway Line and undertake traffic forecasts, financial & economic analysis, legal review and environmental & safeguards studies etc. to develop a Business Case Feasibility Report.
• Assist Government through various phases of the PPP Project cycle and in line with the National PPP Policy and the draft PPP Law as well as the Public Procurement Act, 2003 (Act 663) and the Public Procurement (Amendment) Act, 2016 (Act 914) of the Republic of Ghana to procure investor(s) through competitive tendering procedures to develop the Western Railway Line on a PPP arrangement in agreement with Government.
The assignment will be carried out in two (2) phases as follows:
Phase I: In phase one of the task, the Transaction Advisor will review what has been done so far by Government in terms of this project including a review of the feasibility study undertaken in 2010 as part of the Mining Sector Support Programme and funded by the European Union (EU). The review will include but not limited to traffic forecasts, financial & economic analysis, legal review and environmental & safeguards studies etc.
Phase II: In second phase, the Transaction Advisor will provide advisory services for the procurement of an investor which advisory service shall include advice on the preparation of all necessary documentation and processes (Expression of Interest, undertake Bidders’ Conference, Request for Proposal, Proposals Evaluation, Selection and Negotiations with a private sector entity and bring it to financial closure).
The Ministry of Railways Development now invites eligible Transaction Advisory firms to indicate their interest in providing the Services. Interested TAs should provide information demonstrating that they have the requisite qualifications, relevant experience and expertise to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The shortlisting criteria are that all consultants responding to this Request for Expressions of Interest must have at least ten (10) years of relevant similar experience and technical capacity in providing Transaction Advisory Services for Transport Sector organizations across Africa.
TA firms may associate with other firms in the form of a joint bid. Every bid must include significant Ghanaian participation.
