The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the eTransform Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Servicesâ€) include the preparation a Digital Development Strategy and Policy for Ghana
The eTransform Ghana project focuses on employing ICT-based interventions, prudent and efficient use of government resources, to advance shared and accelerated development in priority areas of Ghana’s development. The project development objective is to improve the efficiency and coverage of government services delivery using ICT.
The Ministry of Communications is seeking to engage a firm of qualified consultants to facilitate a multi-stakeholder process towards the development of a new Digital Development Strategy and Policy for Ghana. The consultants retained for the assignment are expected to coordinate closely their work with that of consultants retained in connection with the other areas of the government’s digital development agenda, including for the new Telecom, Cloud and Cybersecurity Strategies/Policies. This program of work should assist the Ministry of Communications (MoC) in developing a sector strategy and policy for the effective use of digital technologies to stimulate economic transformation and growth
The Digital Development Strategy will be the basis for a Policy Document and Action Plan which will provide the guidelines for enhancing Ghana’s standing with relation to the four pillars above, as well as guidance for the financing, institutions and human capacity that would be needed to implement the strategy
The Ministry of Communications now invites eligible consulting firms (“Consultantsâ€) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• The Consulting firm retained for this assignment will need to demonstrate the level of policy, business, legal and regulatory expertise and experience that would be required for such an undertaking
• The professional background of the consultant, led by a senior expert, is likely to be in the areas of digital economy business & strategy, digital technologies (media, telecommunications and IT), policy and regulatory expertise pertaining to digital business and innovation
• Experience of conducting similar studies in other countries would be welcome;
• Previous experience working on donor funded projects;
• The demonstration that the firm has appropriate experts to undertake the assignment; and
• Good reporting and presentation skills.
