- The Government of Ghana has received a grant from UNICEF for the UN-Water Global Analysis and Assessment of Sanitation and Drinking (GLAAS) TrackFin Initiative, and intends to apply it for Consultancy Services.
The Consultancy Services (“the Servicesâ€) involves Tracking Financing to Water, Sanitation and Hygiene (WASH) at the National Level with an objective to strengthen National Systems for Collecting and Analysing Financial Information, Provide Decision Makers with Key Information on which to base Policy and Programmes and also Improve our understanding of current Expenditure in the WASH Sector for a duration of Six (6) Months.
The 1st and 2nd Rounds of this assignment was undertaken in 2014 and 2016 respectively. The 2014 TrackFin produced WASH Accounts for 2010-2012 and the 2016 TrackFin also produced the 2013 - 2014 WASH Accounts.
The 2014 and 2016 TrackFin considerably improved National Knowledge of financing to the Water and Sanitation Sector, highlighted gaps and suggested series of recommendations to improve Data Collection and Produce Reliable Estimates.
Trackfin 2019 Initiative (Round-3) will seek to consider the theme for the 2019 UN-World Water Day Celebration and the Sustainable Development Agenda 2030 which seeks to ‘Leave No One Behind’.
Imperative of the above, the Scope of the 2019 TrackFin will focus on WASH Accounts for 2015, 2016 and 2017 financial years, covering Integrated Water Resources Management (IWRM), Water supply, Basic Sanitation, Hygiene (Hand Washing with Soap and Water), WASH Institutions, including WASH expenditure on hard-to-reach and vulnerable population groups. In this new cycle, the TrackFin 2019 study will also emphasise on whether or not Metropolitan, Municipal and District Assemblies (MMDAs) have segregated budget lines for liquid waste sanitation and solid waste liquidation, and to unearth reasons, if MMDAs have not complied with the Ministry of Finance’s 2018-2021 Budget Preparations Guidelines. The study on MMDAs will include but not limited to the following Assemblies:
• Tamale Metropolitan Assembly in the Northern Region
• Shai-Doku District Assembly and Adentan Municipal Assembly in the Greater Accra Region
• Wa East Municipal Assembly in the Upper West Region
• North Dayi District Assembly in the Volta Region.
• Kumasi Metropolitan Assembly (KMA) in the Ashanti Region
The MSWR now invites eligible Individual Consultants (“Consultantsâ€) to express interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the assignment.
Shortlisting criteria are indicated below:
• A minimum qualification of 1st Degree in Environmental Science Management, Bio-Chemistry, Water, Sanitation and hygiene related Fields
• At least 10 years of working experience in the WASH Sector/ Public Expenditure Management / Public Accounting Field
• Experience in assignment of similar nature
• Experience in financial data collection, database management and data analysis
