The Ghana Export-Import Bank (GEXIM) intends to apply part of its budgetary allocations to payments under the contract for the provision of Comprehensive Health Insurance Services for Staff of GEXIM”.

BACKGROUND
The Ghana Export-Import Bank (hereinafter, called GEXIM Bank) was set up in 2016 through the Ghana Export-Import Bank Act, 2016 (Act 911) to support and develop trade between Ghana and other countries, and to build Ghana's capacity and competitiveness in the international marketplace. In this respect, GEXIM is expected to:
1. Act as the principal export finance institution of the country, supporting and enhancing existing trade and investment activities;
2. Be the key player in the promotion of cross border trade and investment, with a mandate to enhance and integrate the country’s foreign trade and investment activities in the economy; and
3. Play a major role as a partner of Ghanaian industries, especially SMEs, in their export efforts, by offering products and services at all stages of the production and distribution cycle, including import of technology, export of products, developing exports, production, marketing, pre and post-shipment activities.

In view of the role of the Bank as stipulated in Act 911, it is imperative for GEXIM to attract and retain highly qualified and skilled Staff. Therefore, in line with the Bank's HR Policy and as a strategy to attract and retain highly qualified and skilled Staff and to maintain high productivity, GEXIM has identify the provision of excellent medical care as key success factor. Consequently, the Bank operates a Private Medical Health Insurance scheme for each employee and his/her qualified dependants.
OBJECTIVE
To provide comprehensive medical and health insurance cover to all GEXIM Staff and their qualified dependants at best health facilities nation-wide at competitive cost.

SCOPE OF WORK
The provision of health insurance for Staff and their qualified dependents should be based on the Medical and Health Insurance Policy of the Bank. The policy seeks to provide all permanent Staff (in special cases temporary Staff) access to medical care (both preventive and curative) at the best health facilities in Ghana at a very competitive cost to the Bank.

The service provider is expected to offer the following (the list is not exhaustive) - in-patient and out-patient's medical services to members of staff and their qualified dependants registered under the policy to an agreed financial limit:

A. Out-Patient Services
1. General Consultations
2. Specialist Consultations
3. Laboratory investigations/Pathology tests, Computed Tomography (CT) & Magnetic Resonance Imaging (MRI) Scans, Echocardiogram (Echo), X-rays, ultra-sound, Electrocardiogram (ECG), Electroencephalogram (EEG), Electromyography (EMG), Mammography (Diagnostic & Screening), Endoscopy, oncology tests and other diagnostic procedures, including testing for HIV/AIDS if required and consented by the individual
1. Physiotherapy
3. Maternity care including pre-natal and post-natal care, routine support and advice, tests, consultations and treatment during childbirth, and management of pregnancy related complications including congenital defects or abnormalities and premature births.
1. Prescriptions and Medical Consumables
2. Referrals to Specialist Hospitals
3. Provide dental services including cleaning, filling, extraction, root canals treatment and replacement of teeth lost through sickness or accident to an agreed financial limit.

B. In- Patient Care
1. General/Specialist reviews
2. Hospital feeding
3. Laboratory / Pathology tests
4. Medical Imaging (Diagnostic tests)
5. Referral to Specialist Hospitals

C. Specialized Medical Treatment
• Neurosurgery
• Eye care including spectacle (lenses) replacement and surgery
• Spinal surgery
• Cardiothoracic surgery
• Plastic surgery (Not Cosmetic)
• Neonatology services
• Provide reasonable Psychiatric services including counselling services, drugs and treatment for members and immediate family in case one develops a psychiatric condition
• Specialized medical treatment- shall be limited to permanent Staff only.
D. Radiological services.
E. Mandatory Medical Screening – twice every year.
F. Medical examination for newly recruited Staff
G. Pre-retirement medical examination.
H. Health talks and seminars for Staff.
I. Offer medical advice to Management on any other medical issues affecting staff of GEXIM.

EXPECTED OUTPUTS
The Service Provider will liaise with the HR Unit of GEXIM for the day-to-day implementation of the contract. The service provider will submit a brief monthly progress report to the HR Manager on implementation of the contract and will nominate a contact person who should be readily available to answer the member’s enquiries. By the end of each year, there should be:
• A significant improvement in the health care delivery to the Staff of the Bank and their qualified dependants.
• A significant decrease in the cost of medical care to the Bank
DELIVERABLES
The Health Insurance Service Provider should be able to provide all the services under the scope of the assignment and the following:
• Submit a separate quarterly (every 3 months) report for the Executives, Staff, and their dependants for payment done.
• Submit a list of common/prevalent diseases of the Staff and their qualified dependants and suggest preventive measures to curb/manage them.
• Organise Health Talks for Staff on quarterly basis.
• Refund of payments made by staff on prescriptions not available at health care centres.

ASSIGNMENT DURATION
The contract will be for a period of one year with an option to renew for another 12 months based on satisfactory performance.

ELIGIBILITY
Ghana Exim now invites eligible Service Providers to indicate their interest in providing Health Insurance Services for staff of GEXIM. Interested Service Providers must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Service Providers may associate to enhance their qualifications.

The Service Provider will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) as amended of the Republic of Ghana. The firm must present the following:
1. Business Registration Certificates (Incorporation & Commencement of Business)
2. Valid Ghana Revenue Authority (GRA) Tax Clearance Certificate.
3. Valid Social Security & National Insurance Trust (SSNIT) Clearance Certificate.
4. Valid Value Added Tax (VAT) Registration Certificate.
5. Valid PPA Supplier Registration Certificate.
6. Valid National Health Insurance Authority Licence
Proposed Team
Interested Health Insurance Service Providers or firms should possess a team of highly knowledgeable, experienced and result-oriented members with proven track record in the industry and must possess:
• The requisite qualification in the health insurance industry from a recognized institution
• Members of the management team should at least possess a First Degree or its equivalent with at least five years post qualification experience in the insurance field.
• The experience in the provision of health insurance for a large workforce.
• An active nationwide network of healthcare facilities and service providers with 24-hour service.
• A well-established and transparent billing system
