- 1. The Government of the Republic of Ghana has received a loan from the International Fund for Agriculture Development (IFAD) towards the cost of the Rural Enterprises Programme (REP), and intends to apply part of the agreed amount of loan for payments under the contract for Consultancy services namely:
Architectural And Engineering Services To Design And Rehabilitate The Nbssi Head Office.
2. The Rural Enterprises Programme (REP) is part of the efforts of the Government of Ghana to reduce poverty and create wealth in the rural areas of the country through the promotion and development of micro and small enterprises.
3. The overall goal of REP is to achieve improved livelihoods and incomes for rural poor micro and small entrepreneurs. The specific objective of the programme is to increase the number of rural MSEs that generate profit, growth and employment opportunities. Under the programme phase, greater emphasis is being placed on the promotion and development of agro related enterprises with the active participation of the growing number of graduates from the country’s secondary and tertiary educational institutions.
4. National Board for Small Scale Industries (NBSSI) is the apex governmental body dedicated to the promotion and development of Micro, Small and Medium Enterprises (MSMEs) sector in Ghana. An “apex body†that oversees all activities involving the development of Micro, Small and Medium Enterprises in Ghana. NBSSI is one of the channels through which the REP operates to achieve their four outcomes. These four outcomes include: (a) Business development services made accessible to MSEs in the rural districts. (b) Technical skills transferred and technologies disseminated (c) access of MSEs to finance improved and (d) pro poor MSE support institutions and policies put in place.
5. The Rehabilitation of the Head office block is part of the structural reforms NBSSI is undergoing to enable it work efficiently and deliver on their mission and vision.
6. The Objective of the assignment is to:
Provide a face lift re-engineering design and drawings to the appropriate scale for the rehabilitation of the Head office.
7. The scope of work of the Consultant will include but not be limited to:
 Develop engineering design, specifications and provide the necessary detailed working drawings for the execution of the project.
 Prepare cost estimates and Tender Documents for the procurement of the works.
 Assist NBSSI in the tender process and selection of Contractors for works.
 Undertake General Contract administration and Post Contract Construction appraisal of the project before hand over.
8. The NBSSI on behalf of the Rural Enterprises Programme (REP) now invites eligible consulting firms to indicate their interest in providing the above services. Interested firms must provide information on the following:

 Evidence of Registration of Incorporation
 Demonstrate experience in similar assignment
 Previous working experience of the firm or one of its lead consultants with Development Partner’s funded projects would be an advantage.
