- 1. The Government of the Republic of Ghana has received a loan from the International Fund for Agricultural Development (IFAD) towards the cost of the Rural Enterprises Programme (REP), and intends to apply part of the agreed amount of this loan for payments under the contract for Consultancy services namely:
Technical Assistance To Develop A Comprehensive Plan For The Institutional Reform Of The National Board For Small Scale Industries (Nbssi)
2. The Rural Enterprises Programme (REP) is part of the efforts of the Government of Ghana to reduce poverty and create wealth in the rural areas of the country through the promotion and development of micro and small enterprises. REP operates to achieve four outcomes. They are: (a) Business development services made accessible to MSEs in the rural districts. (b) Technical skills transferred and technologies disseminated (c) access of MSEs to finance improved and (d) pro poor MSE support institutions and policies put in place.
3. NBSSI is the apex governmental body dedicated to the promotion and development of Micro, Small and Medium Enterprises (MSMEs) sector in Ghana. It was established by an Act of Parliament of the Third Republic of Ghana (ACT 434 of 1981) and operationalized in 1985. Government recognises the ability of the sector to contribute substantially to the reduction of the unemployment and to the overall growth of the economy.
4. The comprehensive plan for the institutional reform for NBSSI is to help upgrade and increase its efficiency in the delivery of its mandate.
5. The objectives of the assignment are to:
• Review the current structure and make recommendation for reforms.
• Review the 5 – year strategic plan and align it with the new direction of transforming the organisation
• Define the implementation of the Institutional reform action plan including timelines, milestones, outputs and responsibilities.
6. The anticipated scope of this assignment will include two (2) work streams:
Work Stream One
• Review the statutory mandates of the National Board for Small Scale Industries as they are currently constituted and all documents with regards to the reform of NBSSI
• Review existing Structural and Organisational Plan.
• Determine any possible areas of overlap or redundancy in its operation and existing institutions.
• Identify and diagnose systematic challenges affecting NBSSI.
• Develop a strategic direction for the Institutional Reform.
• Propose an administrative structure for such a reform ensuring the inclusion of essential units.
• Map out the action plan and strategy for the implementation.
Work Stream Two
• Make recommendations for the Institutional Reform Strategy.
• Propose a new Structural and Organisational Plan.
• Define the implementation of the Institutional reform action plan.
• Guide the implementation process.
7. NBSSI now invites eligible Institutional Reform Consultants with relevant professional skills, experience and technical expertise to support the process of reforming the institution. Interested consultants must provide information indicating that they are qualified to perform the service (provide your CV and experience in similar assignments).
