- Assessment Study for the Development of the Volta Lake Inland Water Transport System.
The Ministry of Transport (MOT) of the Republic of Ghana has received a credit from the International Development Association (IDA) to support projects being implemented under the Transport Sector Improvement Project (TSIP), and intends to apply part of the proceeds of this credit to payments under Consultancy Services for an Assessment Study for the Development of the Volta Lake Inland Water Transport Systems as part of a proposed Regional Multimodal Development Project along the Tema-Ouagadougou Transport Corridor.
Generally, the study aims at developing the Volta Lake as a viable and competitive transport link, while strengthening, facilitating the development of railway links and connecting missing road links (bridges) along this corridor and hinterlands.
The study seeks to among other things:
(i) to develop the full potential of the Volta Lake (Volta Lake Water Transport), within the framework of an integrated multimodal transport system including logistics, warehousing, and trade, coordinated with roads and customs.
(ii) expand and improve the inland water transport infrastructure and its inefficient transport services, thereby reducing the transportation costs and travel time for domestic and international transit;
(iii) facilitate rapid expansion of trade, agriculture and economic activities of Ghana
(iv) provide opportunities to improve connectivity and the livelihoods of the rural communities living along the shores of the Volta Lake.
(v) unlock long-term value and create growth opportunities in the development of the lake transportation system
Phase-I of the assignment requires carrying out a feasibility study on the Volta Lake Transport System while Phase-II (for illustrative purposes only) pertains to preparation and implementation of procurement processes for the Project (e.g. bid-document preparation, tendering process, and negotiations to reach a financial close). This expression of interest is therefore limited to only Phase One (1)
2.0 Eligibility for the Assignment
The Ministry of Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. As part of the shortlisting criteria, interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) The primary shortlisting criteria are;
(a) experience in project preparation, project structuring; risk analysis, allocation and management; project agreements; negotiations; and bid process management
(b) experience of at least one (1) Private Participation / Intervention in transport project preparation within the last 10 years
(c) experience in at least one (1) project in the maritime/water transport/ports sector within the last ten 10 years.
(d) experience in organizational and institutional reform in transport sector, Maritime and Ports sector or Inland Water Transport sector
(e) experience in World Bank and/or other Donor funded projects.
(f) experience in at least two (2) assignments similar in nature and complexity in the last 10 years.
(g) Availability of experienced Consulting firms’ staff for the assignment
Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”). The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Consultants Guidelines setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a Joint Venture or a Sub-Consultancy to enhance their qualifications.
3.0 Submission of Expression of Interest (EOI)
Chapter 1;
i) Company Profile,
ii) Legal Status (Certificate of Incorporation),
iii) Letter of intent of Association, if necessary,
iv) Organizational chart, a list of Board of Directors and beneficial ownership.
Chapter 2;
(i) Experience in at least two (2) assignments similar in nature and complexity in the last 10 years
(ii) A summary of similar assignments undertaken as a lead partner
(iii) A summary of assignments undertaken in the project country (Ghana) and in Sub Saharan Africa, giving the client name and the year in which the assignment was carried out.
(iv) Experience of at least one (1) Private Participation / Intervention in transport project preparation within the last 10 years
(v) Experience in organizational and institutional reform in transport sector, Maritime and Ports sector or Inland Water Transport sector
(vi) Experience in at least one (1) project in the maritime/water transport/ports sector within the last ten 10 years.
(vii) Experience in project preparation, project structuring; risk analysis, allocation and management; project agreements; negotiations; and bid process management
(viii) Availability of experienced Consulting firms’ staff for the assignment
Chapter 3;
(i) Experience in World Bank and/or other Donor funded projects
