- Consulting Service for the Design and Supervision of Greater Accra Flood Early Warning System (FEWS ACCRA)
The Ministry of Works and Housing has applied for financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.
The Project will be implemented through four-interrelated Components, namely:
1. Climate Resilient Drainage and Flood Mitigating Activities;
2. Solid Waste Management Capacity Improvements;
3. Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support; and
4. Project Management.
The objective of the Consultancy is to provide assessment of the status of the current flood early warning and response system in GAR, develop a design of FEWS Accra, and develop detailed specifications/bidding documents for a detailed design, supply, installation, operation, maintenance and transfer of FEWS Accra; as well as, upon successful performance by the consultant, provide technical supervision of FEWS Accra implementation
The assignment is in two phases:
1. Part A of the assignment covers the pre-contract activities including inspection, review, production of designs, selection and engagement of contractors for the construction of the building.
2. Part B covers contract management and supervision of build, operate and transfer of Flood Early Warning System in Accra.
Specifically the assignment will cover the following;
1. Taking stock of the existing capacity, systems and operations of the involved stakeholders, develop a preliminary design, including detailed specifications/ bidding documents for a detailed design, supply and installation of the FEWS Accra with operation and maintenance, training, and handover plan, and develop a Concept of Operations (CONOPS) for HSD, GMet, and NADMO.
2. Provide supervision of FEWS Accra.
Each Phase will have its own Contract Form, that is, design Phase will be Lump Sum and Supervision Phase will be Time-Based Contract. However, execution of the Supervision Phase is contingent on Client’s satisfaction of Consultant’s delivery of Phase 1.
The consulting services (“the Services”) include the develop a preliminary design, including detailed specifications/bidding documents for a detailed design, supply and installation of the FEWS Accra with operation and maintenance, training, and handover plan.
It is estimated that 50 professional staff-months will be required over a 12 months period for Part A. The assignment is expected to start in January, 2020.
The Ministry of Works and Housing now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a. Core business of the firm should be Hydrology or Hydraulic Engineering.
b. At least 10 years in business
c. Relevant experience in the design and supervision of FEWS
d. Experience in hydromet monitoring network
e. Experience in the development of a concept of operation (CONOPS)
f. Technical and Managerial Capability of the firm
g. Must have availability of appropriate skills among staff.
Key Experts will not be evaluated at the shortlisting stage.
