The Ministry of Works and Housing has applied for financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.
The Project will be implemented through four-interrelated Components, namely:
1. Climate Resilient Drainage and Flood Mitigating Activities;
2. Solid Waste Management Capacity Improvements;
3. Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support; and
4. Project Management.
The objective of the Consultancy assignment is to address the development and delivery of detailed engineering designs, construction drawings, bills of quantities which are synchronised to the construction drawings, and engineer’s cost estimates for targeted civil works construction contracts, bidding documents for the number of contracts to be tendered and other tasks and outputs related to Climate Resilient Drainage and Flood Mitigation measures.
The consulting services (“the Services”) include the Preparation of preliminary studies, design review and detailed engineering designs and Bidding Documents and contract management and construction supervision of the works. Each Phase will have its own Contract Form, that is, design Phase will be Lump Sum and Supervision Phase will be Time-Based Contract.
It is estimated that 46 professional staff-months will be required over a 10 months period for Part A. The Part B will be for 18 months. The assignment is expected to start in March, 2020.

The Ministry of Works and Housing now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a. Core business of the firm should be Civil Engineering or Hydraulic Engineering.
b. At least 10 years in business.
c. Relevant experience in the design and supervision of Storm Water Drainage Systems
d. Experience in design and supervision of Flood Detention Basins.
e. Technical and Managerial Capability of the firm.
f. Must have availability of appropriate skills among staff.
