- 1. BACKGROUND
The Ghana Revenue Authority (GRA), in its quest to computerize its operations regarding tax collection and revenue reporting is moving gradually from manual system to electronic system.
In view of this development, the CGAD/GRA Branch which comprises of Domestic Tax Revenue Branch and CEPS Branch under the Central Government Audit Department of Audit Service, charged with the responsibility to audit and review Tax Collection and Revenue Reporting at GRA, wishes to equip itself with the technical capacity to enable it carry out the audit through the predominantly electronic system of GRA.
The Audit Service, intends to apply part of its DFID Donor Fund to make payment under the contract for Consultancy Service for the automation of CGAD/GRA Branch Audit processes.
2. THE SCOPE OF SERVICES
The services include;
- Understudy the CGAD/GRA Branch audit processes,
- Provide technical support towards the automation of the Branch’s auditing procedure.
- Provide training on the existing GRA Revenue Collection and Reporting Systems regarding domestic tax and customs duties, and other charges
- Automation of the branch Audit processes.
- And equip staff of the CGAD/GRA Branch to undertake in-depth, timely and efficient execution of audit review through the GRA electronic systems.
3.0 ELEGIBILITY/EVALUATION CRITERIA
3.1 ELEGIBILITY
An eligible Consultant shall possess and provide evidence of the following documents:
-Valid Business Re-Registration Certificate with up to date renewal receipt
-Valid GRA Tax Clearance Certificate,
-Valid Vat Registration Certificate
-Valid SSNIT Clearance Certificate
-Valid PPA Registration Certificate
-Valid Professional Body Registration Certificate
-Valid Certificate of Incorporation (Partnerships) with up to date annual renewal receipt (all these documents must remain valid as at the date of submitting the expression of interest.
3.2 EVALUATION CRITERIA
1. Relevant qualification in automation of work processes
2. Knowledge of GRA operations
3. At least five (5) yrs General experience in consulting assignment
4. At least five (5) yrs specific experience in automation of work processes
5. At least five (5) yrs specific experience in automation of audit processes in govt. and private sector.
