- INTRODUCTION
The Ghana Export-Import Bank (GEXIM) intends to apply part of its internally generated funds to payments under the contract for the provision of Consultancy Services “Unmanned Aerial Surveying and Mapping of GEXIM Funded Projects in Agricultural projects”.
BACKGROUND
The Ghana Export-Import Bank (Ghana Exim) was set up in 2016 through the Ghana Exim Act (Act 911) to support and develop trade between Ghana and other countries, and to build Ghana’s capacity and competitiveness in the international marketplace. In this respect, Ghana Exim is expected to:
• Act as the principal export finance institution of the country, supporting and enhancing existing trade and investment activities;
• Be the key player in the promotion of cross border trade and investment, with a mandate to enhance and integrate the country’s foreign trade and investment activities in the economy; and
• Play a major role as a partner of Ghanaian industries, especially SMEs, in their export efforts, by offering products and services at all stages of the production and distribution cycle, including import of technology, export of products, developing exports, production, marketing, pre and post-shipment activities.
The application of unmanned aerial vehicles (UAV) commonly known as drones in various fields including agriculture is gaining attention globally. It is anticipated that drones will allow farming to become highly data-driven industry, leading to increase in productivity and yields. The use of drone in agriculture include crop production, early warning systems, disaster risk reduction, forestry, fisheries, and wildlife conservation. GEXIM as a Development Bank focused on promoting Ghana’s export trade especially non-traditional exports, it has become imperative for the Bank to get accurate data on some selected crops and fruits to aid decision making. The selected crops and fruits include mango, pineapple, cassava, cashew, shea, coconut and watermelon. Therefore, a Consultant is required to undertake detailed surveying and mapping of the locations (farms) and potential areas of plantation of these crops and fruits in Ghana using appropriate modern information and communication technology applications such as drones.
OBJECTIVES OF THE ASSIGNMENT
The main objective of the assignment is to capture accurate data on GEXIM funded projects in the agricultural sector to enhance decision making.
SCOPE OF THE ASSIGNMENT
The assignments seeks to capture data on GEXIM funded projects in agriculture especially mango, pineapple, watermelon, cashew, shea, coconut and others through the use of modern technologies such as drones.
Specifically, the drone mapping and surveying assignment shall cover the following areas:
a) Acreage Determination
• To ascertain the exact acreages of existing farms
b) Digital Location determination
• To determine accurate locations of these crop (mango, watermelon, pineapple, etc) farms across Ghana
• To determine areas with potentials for the productions of these crops and fruits
c) Plant Population Count
• To determine plant population on a farm
d) Farm Infrastructure monitoring
• To determine the amount of farm facilities, farm houses, factories, boreholes constructed on the farms.
e) Farm Maintenance
• To evaluate how much of the farm is cleared and cultivated against areas that have not been cleared.
ELIGIBILITY
Ghana Exim now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) as amended of the Republic of Ghana. The firm must present the following:
1. Business Registration Certificates (Incorporation & Commencement of Business)
2. Valid Ghana Revenue Authority (GRA) Tax Clearance Certificate.
3. Valid Social Security & National Insurance Trust (SSNIT) Clearance Certificate.
4. Valid Value Added Tax (VAT) Registration Certificate.
5. Valid PPA’s Supplier Registration Certificate.
6. Company Profile (Core business and track record of the firm).
7. Availability of qualified staff with the appropriate skills personnel.
8. The firm’s experience in conducting similar assignments
9. The firm’s experience working in similar environments.
EXPECTED DELIVERABLES
The Consultant is expected to deliver the following:
a. Generate Report to cover:
• Locations of farms or crops.
• Total acreage of fields cultivated and fields uncultivated
• Estimate plant population
• Estimate of crop/fruit yields
• Existing farm infrastructures
b. Provide Orthomosaic Maps of farms/crops or fruits
c. Generate Aerial Videos and pictures
d. Develop appropriate database for the data captured
ASSIGNMENT DURATION
The contract will be for a period of 3 years.
