The Ministry of Sanitation and Water Resources has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.

The Project will be implemented through five-interrelated Components, namely:
1. Climate Resilient Drainage and Flood Mitigating Activities;
2. Solid Waste Management Capacity Improvements;
3. Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support; and
4. Project Management.
5. Contingent Emergency Recovery Component (CERC)

The objective of the assignment is to carry out technical studies to determine the specific requirements to cap the dump site, and prepare detailed engineering designs of the closure and rehabilitation works, including preparation of tender documents and supervise construction of the works. The assignment covers the Abloragyei Dump Site, located at Pantang in the Ga East Municipal Assembly.

The consulting services (“the Services”) include a detailed Engineering Design, Preparation of Tender Documents and Construction Supervision for the Closure and Rehabilitation of Refuse Dump Site at Abloragyei.

The assignment is to be carried out in two phases as follows:

Phase 1 – Carrying out of relevant technical studies and preparation of detailed engineering designs, environmental management plan, tender documents and cost estimates for identified works. The duration for phase 1 is 6 months.
Phase 2 – Supervision of construction. The duration for phase 2 is 6 months

The design phase will be a lump sum contract whilst the construction supervision phase will be a time-based. However, execution of the Supervision Phase is contingent on Client’s satisfaction of Consultant’s delivery of Phase 1.
The assignment is expected to start in November, 2020.

The Ministry of Sanitation and Water Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:
a. Core business of the firm should be Waste Management or Environmental Engineering for at least 5 years.
b. Relevant experience in municipal engineering services, solid waste sector, environmental and social impact assessments, preliminary and detailed designs, cost estimates, bidding documents and project implementation schedules planning for similar investments in developing countries.
c. Technical and Managerial Capability of the firm.
d. Must have availability of appropriate skills among staff.

Key Experts will not be evaluated at the shortlisting stage.
