- INTRODUCTION
The Ghana Export-Import Bank (GEXIM) intends to apply part of its internally generated funds to payments under the contract for the provision of Technical and Advisory Services “Supervision and Monitoring of GEXIM funded 1D1F projects”.
BACKGROUND
The Ghana Export-Import Bank (Ghana Exim) was set up in 2016 through the Ghana Exim Act (Act 911) to support and develop trade between Ghana and other countries, and to build Ghana’s capacity and competitiveness in the international marketplace. In this respect, Ghana Exim is expected to:
• Act as the principal export finance institution of the country, supporting and enhancing existing trade and investment activities;
• Be the key player in the promotion of cross border trade and investment, with a mandate to enhance and integrate the country’s foreign trade and investment activities in the economy; and
• Play a major role as a partner of Ghanaian industries, especially SMEs, in their export efforts, by offering products and services at all stages of the production and distribution cycle, including import of technology, export of products, developing exports, production, marketing, pre and post-shipment activities.
The Bank’s strategy is aligned with the Government’s Agenda for Industrialization and support for the private sector with initiatives such as the One District One Factory (1D1F) aimed at the socio-economic development of the country. Thus, as part of the GEXIM’s 5-year Strategic Plan, the Bank be a key finance partner for effective implementation Governments Industrialization agenda (As agent of Government as stipulated in Act 911, Function 25), and special Initiatives such as the One District One Factory (1D1F).
It is against this backdrop that, GEXIM has funded a number of clients under the 1D1F initiative. Thus, to ensure the successful implementation of this initiative, GEXIM seeks to engage the services of a Technical Partner to provide technical and advisory support, in the form of Supervision and Monitoring GEXIM Funded 1D1F initiative projects. The objective of the exercise is to assist GEXIM to make an informed assessment on the progress and achievements of funding the projects.
OBJECTIVES OF THE ASSIGNMENT
The main objective of the assignment is to ensure timely completion of all GEXIM funded 1D1F Initiative projects. The main objectives of the assignment are:
• To ensure timely execution of GEXIM Funded 1D1F Projects.
• To develop appropriate standards for the supervision and monitoring of GEXIM 1D1F projects.
• To assess whether funding provided has been appropriately applied to the planned activities to achieve the specific outputs and KPIs;
SCOPE OF THE ASSIGNMENT
The assignments seeks to assess the progress and achievements of all GEXIM funded 1D1F Initiative projects.
• The Consultant will be responsible for the supervision of all construction works related to the implementation of GEXIM funded 1D1F projects to ensure timely completions and provide feedback.
• The Consultant will ensure that all construction, equipment supplies and installations are of the required quality and quantity.
• Monitor the implementation of GEXIM funded 1DF1 Projects
• Ensure the achievement of key indicators such as planned activities, specified outputs and desired outcomes
• Define data collection methods and timelines
• Travel to visit projects to assess and analyse project outcomes and impact and submit reports
• Capture and disseminate lessons learnt and good practices into a Final Report
ELIGIBILITY
Ghana Exim now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) as amended of the Republic of Ghana. The firm must present the following:
1. Business Registration Certificates (Incorporation & Commencement of Business)
2. Valid Ghana Revenue Authority (GRA) Tax Clearance Certificate.
3. Valid Social Security & National Insurance Trust (SSNIT) Clearance Certificate.
4. Valid Value Added Tax (VAT) Registration Certificate.
5. Valid PPA’s Supplier Registration Certificate.
6. Company Profile (Core business and track record of the firm).
7. Availability of qualified staff with the appropriate skills personnel.
8. The firm’s experience in conducting similar assignments
9. The firm’s experience working in similar environments.
EXPECTED DELIVERABLES
The Consultant is expected to deliver the following:
• To monitor progress of the works, identify causes, or potential causes, of any delay and advise the Bank on suitable corrective actions to be undertaken in a timely manner.
• Supervise the execution the various GEXIM Funded 1D1F projects according to the agreed project plans.
• Supervision during Construction and Delivery – involves supervision and inspection during and after construction activities to ensure that the required output is delivered;
• Prepare Supervision Manual delineating a consistent, comprehensive and uniform system of quality assurance and quality control for the components, including but not limited to systems of checks and reviews, description of type, etc., that will be enforced during the implementation of the projects to ensure highest standards of quality;
• Undertake physical assessment of the status of the projects which would cover the following:
o Identification of factory and their owners
o What buildings, plant and equipment developed, acquired and installed
o Jobs created
o Peopled trained
o Assets (such as farms) developed
o Availability of raw material
• Review the quality of the work completed with the 1D1F Department of the Bank on a regular basis to ensure that it meets the project standards.
• Establish a communication schedule to update stakeholders including appropriate staff in the Bank on the progress of the project.
• To undertake documentation review of all GEXIM-funded 1D1F projects to ascertain project objectives, KPIs and specific outputs
• Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets.
• Provide status report on the implementation of the 1D1F initiative
• Provide professional advice on the location and financial viability of future 1D1F projects
