The Ministry of Inner City and Zongo Development has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.
The Project will be implemented through five-interrelated Components, namely:
Component 1: Climate Resilient Drainage and Flood Mitigating Activities (Implemented by Ministry of Works and Housing)
Component 2: Solid Waste Management Capacity Improvements (Implemented by Ministry of Sanitation and Water Resources);
Component 3: Participatory Upgrading of Targeted Flood Prone Low-Income Communities and Local Government Support (Implemented by Ministry of Inner City and Zongo Development and Ministry of Local Government and Rural Development);
Component 4: Project Management; and
Component 5: Contingent Emergency Response Component (CERC) - COVID-19 Emergency Preparedness and Response Project (Implemented by Ministry of Health).
Under Component 3, the MICZD will support participatory urban upgrading in three targeted communities located in high flood-prone areas; Nima, Alogboshie and Akweteyman. These interventions will range from construction of drains, construction of access roads, construction of retention ponds, landscape improvement, capping of dump sites and provision of waste bins and streetlights. The implementation of the proposed interventions in the three communities are expected to extend key environmental and social impacts, including land acquisition and involuntary resettlement and impact on livelihood, and thus require careful consideration to safeguard public interest, health, and the environment.
In line with country regulations and the World Bank policies on safeguards, the proposed interventions are considered a significant undertaking with potential significant environmental and social impacts and therefore requires an assessment and plan to avoid or mitigate the adverse social and environmental impacts; in this case, land acquisition and involuntary resettlement.
The overall objective is to prepare a Resettlement Action Plan (RAP) to be implemented prior to commencement of the urban upgrading activities, and depending on the assessed loss of livelihoods, prepare a standalone Livelihood Restoration Plan (LRP) beyond compensation, to be implemented as a follow-up to the RAP. The RAP preparation process includes the full assessment of the potential adverse project impacts on local livelihoods and economic activities and prescribes fair and appropriate compensation and/or livelihood restoration and improvement measures for project-affected persons (PAPs). The RAP must be consistent with the policy objectives and requirements of both the World Bank policy OP 4.12.
The consulting services (“the Services”) include Resettlement Action Plan for Participatory Upgrading of Targeted Priority Flood Prone Low-Income Communities in the Odaw River Basin, will include the following;
• Inform and consult with PAPs, local communities and host communities (in case there is resettlement) in the local language commonly used in the three communities aimed at creating awareness about the project and its impacts, and, more importantly, enable PAPs to provide input into the RAP and discuss resettlement options, if any:
• Conduct PAP census and asset inventory including valuation of assets for compensation and resettlement activities.
• Conduct a socio-economic baseline of PAPs and adjoining neighborhoods to be used for future monitoring of resettlement and RAP completion
• Prepare a Resettlement Action Plan (RAP) and if needed a standalone Livelihood Restoration Plan (LRP).
The estimated level of effort (professional staff-months) is 7 man-months.
The duration of the assignment is 10 weeks including submission of the Final Resettlement Action Plan. Expected start date of the assignment is April 1, 2021.
The Ministry of Inner City and Zongo Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a. The Core business of the firm should be Environmental, Social and Economic Research and Consultancy;
b. The firm must be a legally registered consulting firm;
c. Firm must be at least 10 years in business;
d. Should be registered with a relevant regulatory institution;
e. Must have been in the business of preparing Resettlement Action Plans (RAPs)/Abbreviated Resettlement Action Plans (ARAPs) over a period of not less than 10 years;
f. Must have experience in preparing RAPs on World Bank and other Donor projects;
g. Experience in working with low-income or informal communities; and
h. Technical and Managerial Capability of the firm
Key Experts will not be evaluated at the shortlisting stage.
