Description:
1. BACKGROUND
The Ghana Integrated Iron and Steel Development Corporation (GIISDEC) was incorporated under ACT 988 of 2019 with the mandate to promote and develop an integrated iron and steel industry in the country.
Some of the core functions of GIISDEC include:
• Undertaking preparatory work for the promotion and development of an integrated Iron and Steel Industry
• Provision of advisory services / management of State’s investment portfolio in the sector
• Ensuring the development and implementation of a local content policy across the value chain and
• Ensuring the participation and integration of Ghanaian technical and managerial functions of the integrated iron and steel industry

As a newly established Corporation, GIISDEC has secured funding from the Government of Ghana to review the organizational / human resources framework needed to carry out its mandate

2. OBJECTIVE OF ASSIGNMENT
The objective of the assignment is to use the services of a consulting firm to assist GIIDSEC to review its vision/ mission / core values, organizational structure and its staffing plan together with a scheme of service for the staff.

EXPECTED OUTPUTS:
a) Reviewed Vision/mission statements/core values
b) Reviewed Organizational structure
c) Reviewed Staffing Pattern
d) Finalized Job descriptions
e) Finalized Scheme of Service

4. QUALIFICATIONS OF FIRM
It is expected that the firm will have the following qualifications /experience.
a) Must have done at least five assignments of similar nature over the past 10 years
b) Must have extensive public sector-work related experience

5. QUALIFICATIONS OF KEY STAFF
It is expected that the assignment will require the following key personnel:
a) Organizational Development Expert/Team Leader
• Must have at least a Master’s degree in management / business administration or relevant area
• Must have at least a minimum of 10 years of cumulative experience in organizational development
• Must have public relevant sector experience
b) Human Resource Expert
• Must have at least a Master’s degree in management /human resources management
• Must have at least 5 years relevant experience including public sector experience
