- Structuring The Biodiversity Offset Business Scheme (BOBS) Into The Biodiversity Offset Credit Issuing Entity On The Ghana Stock Exchange
The Environmental Protection Agency (EPA) intends to apply part of its budgetary allocation to payments under the contract for structuring Ghana’s biodiversity offset market. As Ghana’s lead public regulatory body for protecting, conserving and improving the quality of the country's environment, the EPA has in the last two decades, applied the Environmental Assessment Regulations 1999 (LI1652) to safeguard the environment. An assessment of its methodology revealed the need to enforce the full adherence by undertakings, to the Environmental Impact Assessment mitigation hierarchy i.e., avoid, minimize, restore and offset, towards reducing the loss of Biodiversity. The EPA is therefore working closely with the private sector to develop and deploy the BOBS to strengthen the EIA process and ensure the conservation of biodiversity.
The EPA is seeking to engage the services of a Licensed Dealing Member (LDM) of the Ghana Stock Exchange (GSE) to support in structuring its developed Biodiversity Offset Business Scheme (BOBS) into the “biodiversity offset credit issuing entity” that can be listed on a designated market of the Ghana Stock Exchange. The engaged LDM will be responsible for the following broad-based duties:
• Organizational Structuring and Business Development
• Technology Design, Development and Deployment;
• Biobanking Trust Fund Establishment and Management
• Identification and Securing of Sponsoring Broker
The duration of the assignment is expected to be six (6) months.
The Environmental Protection Agency (EPA) now invites eligible Consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications (if applicable)
A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663), as amended, of the Republic of Ghana and shall meet the following criteria:
a) Certificate of Registration of Firm
b) Valid Tax Clearance Certificate
c) VAT Certificate
d) Valid SSNIT Certificate
e) Evidence of registration with Public Procurement Authority
f) Relevant Experience of Firm
g) Availability and Experience of relevant key staff
h) Any other requirements as necessary
