- CALL FOR PARTICIPATION IN PERFORMANCE-BASED PAYMENT SCHEME FOR GREENHOUSE GAS MITIGATION IN THE FOOD AND BEVERAGE INDUSTRY
The Environmental Protection Agency (EPA), acting as the Responsible Partner (RP) of the Nationally Determined Contribution Support Programme (NDC-SP) with support from the United Nations Development Programme (UNDP), intends to apply part of its grants allocation to payments under the Performance-Based Payment (PBP) Scheme. This is to provide incentive for Food and Beverage (FAB) companies to optimise sustainable manufacturing outcomes. The Food and Beverage industry's operations contribute to local air and climate pollution due to inefficient machinery and fossil fuels in the manufacturing chain. Steam boilers, a major component of the FAB companies, generate steam for heating and sterilisation in the production processes. The use of fossil- and biomass fuels in the boilers lead to the emission of local air pollutants and greenhouse gases. The PBP aims to support the adoption of efficient boilers, cleaner fuels, and energy efficiency improvement practices. PBP qualified FAB companies will receive funding for verified results for high-performing steam boilers that will lead to demonstrable emissions reduction. The payment to the participating FAB companies shall correspond to efforts put into achieving the desired results at optimal cost to ensure value for money.
General eligibility criteria
PBP participating companies must meet the following general criteria and must have:
• Been legally incorporated and in operation and has not filed or intended to file for bankruptcy.
• Acquired the necessary regulatory requirements such as environmental permit, occupational safety and health certificate, manufacturing license and fire certificate, which should be valid at the time of participation.
• Installed and operates at least one steam boiler.
• Been willing to make upfront investments to upgrade the boiler and/or implement energy efficiency or fuel replacement measures.
The Participating FAB companies shall not be directly or indirectly involved in the:
• Violation of human rights or complicity in human rights abuses
• Use or toleration of forced or compulsory labour
• Use or toleration of child labour
• Manufacture, sale or distribution of controversial weapons or their components, including cluster bombs, anti-personnel mines, biological or chemical weapons or nuclear weapons
• Manufacture, sale, or distribution of armaments and/or weapons or their components, including military supplies and equipment
• Manufacture, sale or distribution of tobacco or tobacco products
• Involvement in the manufacture, sale, and distribution of pornography
Qualified FAB participants shall be required to undergo specific due diligence as may be determined by the Environmental Protection Agency.
Objectives
The PBP scheme seeks to promote the following manufacturing practices:
• Purchase new or replacement of a dysfunctional steam boiler.
• Retrofitting or upgrade of specific boiler units to improve performance.
• Module replacement of boiler parts.
• Fuel replacement through the switch from residual fuel oil or diesel to LPG and sustainably sourced biomass fuel.
The Environmental Protection Agency (EPA) now invites eligible Food and Beverage Companies to indicate their interest to participate in the PBP Scheme. Interested Food and Beverage Companies must provide information indicating that they are qualified and willing to participate in the scheme. The Companies shall give a brief technical and financial evaluation of the boiler improvement, energy efficiency and/or fuel replacement activities for the steam boiler operations they intend to implement under the PBP scheme.
A Food and Beverage Company will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663), as amended and shall meet the following criteria:
a) Certificate of Registration of Firm
b) Valid Tax Clearance Certificate
c) VAT Certificate
d) Valid SSNIT Certificate
e) Evidence of registration with Public Procurement Authority
f) Relevant Experience of Firm
g) Availability and Experience of relevant key staff
h) Any other requirements as necessary.
