Public-Private Partnership Services For The Management Of Faecal Sludge Drying Bed, Production Of Co-Compost Organic Manure And Establishment Of Call Centers For Cesspit Operation In Ho Municipality Of Ghana.

The Government of the Republic of Ghana (GoG) has received financial and technical support under the Urban Sanitation Project (USP), which is a component of the GoG - Netherlands WASH Programme and has constructed a faecal sludge drying bed (waste water treatment and compost plant) located at Akrofu in the Ho Municipality. The Ho Municipal Assembly is requesting eligible organizations: local and international private sanitation companies, NGOs/firms/Agencies, to express interest for a partnership with Ho Municipal Assembly for the management of the faecal sludge drying bed and to produce organic co-compost for agricultural purposes. A call-centre is also to be established, in collaboration with Ho Municipal Assembly, to regulate the services of cesspool truck operators.

The objective of the assignment is to coordinate and regulate all cesspool operators in the Ho Municipality and its environs to ensure faecal matter is removed from sanitation systems, transported, discharged and treated at faecal sludge drying bed in efficient manner as well as production of co-compost from dried faecal sludge in commercial quantities for agricultural purposes.

Scope of the service
Specifically, the services required include;
(a) Register and regulate (in collaboration with the Ho Municipality) cesspool truck operator’s services through structured call-centre to offer timely emptying, collection, transporting and disposal of the faecal matter to sludge drying bed.
(b) Provide technical support for the operation and maintenance of the faecal sludge drying bed and other infrastructure at the site.
(c) Provision of equipment/plants suitable for enhancing the operation of the sludge drying bed.
(d) Production and marketing of organic compost from dried faecal sludge and selected municipal solid waste (organic fraction).
(e) Set tariffs for the cesspool truck operators in collaboration with the Ho Municipal Assembly.
(f) Identify potential market for the sale of the organic co-compost
(g) Liaise with key stakeholders to ensure compliance of standards for the operation of the faecal sludge drying bed and the production of the organic co-compost.
(h) Support Ho Municipal Assembly to put an end to indiscriminate dumping of faecal sludge in unauthorised areas by establishing a simple, sustainable monitoring and feedback system.
(i) Participate in learning and experience-sharing events aimed at providing improved sanitation solutions that can easily be replicated in the Ho Municipality and adjourning MMDAs.

Through the implementation of the afore-listed key activities, the partnership seeks to achieve the following key results:

• Improved sanitation services in the Ho Municipality and its environs.
• Reduced incidence of sanitation related diseases including intestinal worm infestation, schistosomiasis and cholera which eventually lowers health cost.
• Increased production of high quality food through the use of quality organic fertilizers (compost) produced from faecal sludge and other municipal organic wastes.
• Improved health and safety particularly among women and children in the Ho Municipality.

Interested sanitation companies, NGOs/firm/Agency must
• agree with a set production targets and milestones and objectives and thereby support them with their best efforts.
• have a common vision to improve sanitation in the Municipality and in the process understand that the business cannot make fast money and is not looking at making immediate profits.
• have a business entity registered in the registrar general’s department in Ghana and fulfilling all legal requirements governing companies in Ghana.
• have positive experience working with a municipality and this must be confirmed by the municipality
• have undertaken business operations selling a product to a large diverse customer base or have partnership with entities that meet this requirement.
• have either existing or past experience in waste management/reuse related businesses, or have management and operational team with similar experience.
• have management and operational team with business and operational experience working with the municipality. The team must ideally have undertaken on the ground business operations of public private partnership model for a minimum of 5 years.
• have management and operational team with experience in marketing products. Must have demonstrated innovative and progressive product marketing or have partnerships to undertake similar marketing for the compost. Preferably the products must have been marketed to farmers and other users of organic compost such as industries, municipality – landscaping, forestry, households or fish industry.
• bring financial contribution at least (in the form of labour, operations and management) towards the total cost of the business operations and capital cost to bridge any gap in cost and revenues till breakeven is achieved.
Additional requirements:
The potential partner must have
• existing operations in waste management in any part of the value chain - collection and treatment of faecal sludge or municipal solid waste. Partner must have a strong operational team working in waste management chain and could have partnership with entities that are involved in waste management chain.
• existing operations in compost or fertilizer production and distribution. Partner has a strong operational team with relevant experience.
• existing business relationships with customer segments who use organic fertilizers such as farmers, municipality for landscaping, industries, plantations, forestry and fish cultivation or strong partnership arrangements with entities that have business relationships with similar customer segment will be given preference.
• being a member of the Environmental Service Providers Association (ESPA) is an advantage

The Base Contract shall be for a minimum period of fifteen (15) years (180) calendar months. The Option Period, if exercised, shall be for an additional period of 5 to 10 years (which ever deemed appropriate, subject to the performance of the private firm) until the 25-year design period of the sludge drying bed is elapsed.

The Ho Municipal Assembly, acting on behalf of each of the Ministry of Local Government and Rural Development now invites eligible Organizations/NGOs/firms/Agencies to indicate their interest in providing the Services as listed above. Organisations/NGOs/Firms/Agencies having the required experience and competence (described above) relevant to the assignment shall be assessed and compared, and the best qualified and experienced firm shall be selected. Only the selected Organization/NGOs/firm/Agency shall be asked to submit a combined technical and financial proposal and, if such proposal is responsive and acceptable, be invited to negotiate a contract. Both technical and financial aspects of the proposal may be negotiated.

N.B. The bidder may associate with other firms in the form of a joint venture or a sub-firm to enhance their qualifications.
