The Ministry of Works and Housing intends to apply part of its budgetary allocation to payments under the contract for the transaction advisory services for the feasibility studies and Public Investment plan for ESG Affordable Housing Public Partnership Project in Ghana.
The services for the Transaction Advisory is to comprehensively assess the feasibility of the proposed project in terms of financial, economic, technical, legal and environmental perspectives and on the basis of the findings recommend the most technically and commercially viable transaction structure for the Project. The Project Feasibility Studies should provide a sound basis for the procurement of a private partner to deliver the project. The scope of the assignment will include: (i) Inception Meeting (ii) Pre-feasibility and Detailed Full Feasibility Studies (iii) Market Testing (iv) Development of Project Management and Procurement Plan and (v) Submission of Pre-Feasibility and Full Feasibility Reports, and a Financial Model, reflecting among others, the most technically and commercially viable transaction structure. In addition, the assignment is expected to lead to the development of a Public Investment Programme for affordable housing delivery in Ghana.
The duration of the assignment is estimated at 6 months and the assignment is expected to start in February, 2021.

The Ministry of Works and Housing now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. The shortlisting criteria are:
a. The firm/Consultant must be a legally registered consulting firm.
b. Must have been in the business of consulting over a period of not less than 5 years
c. Must have conducted studies of similar nature for the last 5 years.
d. Should be registered with a relevant regulatory institution;
e. Must have past experience in preparing/ Conducting feasibility studies
f. Evidence of Technical and Managerial Capability (evidence must be provided of permanent staff).
Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures set out in the Public Procurement Act, 2003 (Act 663), as amended, of the Republic of Ghana.
