Assignment Title: Consultancy Service for the Compilation of a National E-waste Inventory (NEI) for Ghana

The Environmental Protection Agency (EPA) through the Government of Ghana has received financing from the World Bank toward the cost of the Africa Environmental Health and Pollution Management Programme (AEHPMP), and intends to apply part of the proceeds for consulting services.

The overall objective of this assignment is to undertake a country-wide situation analysis on e-waste to understand the physical flow of e-waste, by provenance and type, and assess the economic and social weight of the sector. This situational analysis is envisaged to become the foundation of an e-waste management information system in Ghana. The system would serve as a platform to guide the Government on initiatives related to the development of infrastructure for e-waste management, resource mobilization, awareness creation, capacity building, education and research, and monitoring and evaluation.



The consulting services (“the Services”) include: the conduct of primary research, technical investigations and preparation of essential documents for executing the assignment; inventory of e-waste by origin and type, trade routes and hubs, as well as a review of major toxic pollutants; assessment of environmental health implications of harmful chemicals and waste and options for risk management; assessment of socio-economic considerations to measure the contribution of the e-waste sector to the economy; assessment of the dimension of the sector, including the different value-chains, their economic value, their employment level, the involvement of other nationals, and their degree of formalization, as well as ways to increase the formalization of the sector and boost value addition and job creation; comprehensively review, identify gaps, and improve on existing baseline assessments conducted by GIZ, KfW, EU, and SECCO.

The estimated level of effort (professional staff-months) is 32 staff-months. The duration of the assignment is estimated at Seven (7) months and the assignment is expected to start in March 2022.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Environmental Protection Agency (EPA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required expertise, qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. The core business of the firm should be in the different aspects of e-waste, hazardous waste or the field related to this assignment.
2. Firm should be legally registered and in good standing (provide proofs of legal registration and operation of firm).
3. Experience in working in Ghana and with government institutions, Non-Governmental Organizations and interest groups in local communities in Ghana in the last five (5) years and in the e-waste industry in Ghana.
4. Minimum of five (5) years of experience in providing consulting services in the field of e-waste, hazardous waste and other waste management sectors.
5. Must demonstrate record of major initiatives related to e-waste or hazardous waste, economic development and environmental sustainability.
6. Five (5) years of experience in undertaking similar assignments or projects of similar nature, scale and complexity

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written and printed form to the address below in person by Wednesday, 17th November, 2021 at 1300 hours GMT. All packets containing the Expression of Interest Document must be sealed and clearly labelled/marked “Expression of Interest for the Compilation of a National E-waste Inventory (NEI) for Ghana”.

For firms situated outside the borrower’s country who, due to the COVID restrictions, cannot deliver their hard copies before the stated date, should submit a softcopy version of their printed copies at larry.kotoe@epa.gov.gh and jacob.attiogbe@epa.gov.gh.
