- Environmental Impact Studies for the Development of the Port of Keta, Ghana.
The Ghana Ports and Harbours Authority intends to procure the Services of qualified Environmental Impact Assessment Consultants as part of the development of the Port of Keta.
The consulting services (“the Services”) shall cover the total Environmental impact assessment / studies towards the development of the Port of Keta. The Port of Keta Project is a Greenfield project planned to become a commercial and industrial port facility. The Project will cover the development of marine infrastructure, roads, rails, special economic zones, tourism, and port-city systems that will support various port terminals. The new Port of Keta has become an important development programme as part of the Master Ports Plan implementation of the Ghana Ports and Harbours Authority.
The Services are generally, to identify, classify and evaluate the potential positive and adverse impacts of the new commercial Port facility and all potential commercial clusters, as so far envisaged under the on-going Feasibility Studies, on the immediate environments of the port facility. The Social and Environmental impact indicators, mitigation / management plans, including, if possible, resettlement action plans (in the applicable forms), registration and permitting processes for the port marine infrastructure shall be covered under the Services. The GPHA, as the Employer, envisages detailed multi-stakeholder engagement sessions to ensure a full coverage of the impact domains, with particular attention to the delicate and yet commercially sensitive ecosystem of the Keta lagoon, coastal areas, and their related interactions. The Services are expected to attain substantial completion within eight (8) months from commencement date.
The Ghana Ports and Harbours Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide relevant information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are related to relevant and verifiable experience of the firm in at least four assignments of similar nature and complexity, with brief descriptions about relevant assignments and the respective core technical teams that undertook those similar assignments. At this stage, individual experts’ bio data should not be submitted. Ghanaian and West African Subregional experience shall be an advantage. The Employer reserves the right to reject any or all Expressions of Interest.
The attention of interested Consultants is drawn to the guidelines set forth in the Ghana Public Procurement (PPA) Act related to the Procurement of Consulting Services.
Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. Ultimately, the Employer will select a consultant in accordance with the quality and cost-based selection method set out in the Request for Proposals to be issued in accordance with the Ghana PPA.

Expressions of Interest must be delivered in written form (One Set) and electronic form in a format that cannot be edited, i.e., *.pdf, on a flash drive (One Set) to the address below by 16:00HRS GMT on Wednesday 2nd February 2022. Submission of Expressions of Interest through e-mails shall be rejected.
