PROCUREMENT OF TECHNICAL SERVICES
DEVELOPMENT OF WEBSITE FOR THE INDEPENDENT EXAMINATION COMMITTEE
REQUEST FOR EXPRESSION OF INTEREST
The Independent Examinations Committee (IEC) of the General Legal Council of Ghana intends to apply part of its budgetary allocation to fund eligible payment under contract to engage company for the development of a website for the IEC.
The overall objective of the assignment is to build a secured Student Portal / Examination Portal to contain a large number of students. It is estimated that approximately 4,000 students will be logging on to the website when Examination results are released. The site should therefore be capable to withstand thousands of students logging in within a few minutes.
Scope of Service
The services to be performed by the Company shall include but not be limited to the following;
1. Develop a website for the IEC which will have ten (10) pages as stated below:
i) Brief History of the Committee
ii) Vision and Mission
iii) Entry requirements to the Professional Law Course and Post Law Course
iv) Procedure for admission to the Ghana School of Law
v) Examination Rules and Regulations for Entrance Examinations
vi) Examination Rules and Regulations for Professional Law Course
vii) Announcements/Events
viii) LI 2355
ix) Request for Remarking and Retallying Forms
x) Contact to the Secretariat
* Insert links to the Ghana School of Law for the Student Handbook and other information.
2. Build a secure Student’s Portal/Examination Results Portal which will give access to all candidates to retrieve their examinations results. Each candidate should be able to use a unique ID such as their index number (the prefix to the index number is common to the students sitting that particular examination so that may not need to be repeated) and to create a unique password which allows them to log in to the portal to retrieve their individual examination results. It will be preferable if there is a two factor identification process before the page with the results can be viewed for the retrieval of results for added security. It should be set such that candidates CANNOT in any circumstances access any other data or information therein
3. The IEC Committee and administration should be given access to the ‘backroom’ to allow the results to be uploaded onto the Portal. That ‘backroom’ should not be accessible to non-authorised persons including the website developers.
4. Candidates should be able to generate print out reports of their performance from the Portal.
5. The website should be highly secured and it should not be possible for the builders of the website or any unauthorised person to enter the website to alter or disrupt the information uploaded on the results web page and the IEC will require written guarantee from the developer in this respect.
6. The website should be easily accessible and not be overly complicated and be suitable for use by all including those with visual impairments.
7. The website should have a mechanism to ensure that the softcopy of past list forwarded to the Ghana School of Law is capable of generating admission letters but incapable of being tampered with.
The Independent Examinations Committee of Ghana hereby invites eligible companies to indicate their interest in providing the services. Interested companies must provide information indicating that they are qualified to perform the service (brochures, description of similar assignment undertaken in the last three years, availability of appropriate skills among staff with their qualifications and CV should be attached) Evaluation of Expression of Interest shall be based on the requirements stated.
Eligible Companies should submit, in addition to their proposal, the under listed documents. Any company that fails to submit the required documents would be disqualified.
i. Valid Business Registration Certificate
ii. Valid SSNIT Clearance Certificate
iii. Valid Ghana Revenue Authority (GRA) Clearance Certificate
iv. PPA Registration Certificate or Proof of Payment
Companies will be short listed in accordance with procedures set out in the Public Procurement Act 2003, Act 663 as amended and in the guidelines of the Public Procurement Authority.
Expression of Interest must be delivered in a sealed envelope clearly marked “EOI FOR THE DEVELOPMENT OF WEBSITE FOR IEC’’ Expression of Interest in three copies (1 Original and 2 Copies) must be delivered to the address given below on or before 11th March, 2022 at 2:00pm.
