- The Ghana Statistical Service intends to apply part of its budgetary allocation to payments under the contract for the Development of Scheme of Service and Rationalization of Salary Structure of the Ghana Statistical Service (GSS).
The services include the Development of Scheme of Service and Rationalization of Salary Structure of the Ghana Statistical Service. The objective of the assignment is to create a conducive work environment within GSS where a staff’s career path and capacity development trajectories are well defined; and where incentives provided are competitive enough to recruit, retain and nurture very qualified and motivated staff. The scope of service shall include but not limited to desk work to review relevant documents pertaining to GSS, such as the Statistical Service Act, 2019 (Act, 1003) and public sector documents; interviews with GSS staff; visit to a regional office to observe the operation of GSS – systems and processes in place, the composition and skill mix of staff and the tools and processes used to deliver on their mandates; collection of information from comparable institutions; analysis of the data and report writing; and facilitation at a presentation workshop on the report. The duration of the assignment is 10 weeks.
GSS now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663), as amended, of the Republic of Ghana. The selection method for this assignment is ‘Consultant Qualification Selection Method (CQS)’.
The Firm is required to meet the following criteria:
a) Certificate of Registration of Firm
b) Valid Tax Clearance Certificate
c) VAT Certificate
d) Valid SSNIT Certificate
e) Evidence of registration with Public Procurement Authority
f) Relevant Experience of Firm
g) Availability and Experience of relevant key staff
h) Any other requirements as necessary
