The Government of Ghana and its Development Partners as part of the on-going decentralisation and local governance reforms, commenced the implementation of a Performance-Based Grant System (PBGS) for Metropolitan, Municipal and District Assemblies (MMDAs) in 2018, using the District Assemblies Performance Assessment Tool (DPAT).
The overall goal of the PBGS is to improve the performance of the District Assemblies Specifically, it aims to:
• Provide information on District Assemblies’ compliance with legal
and regulatory frameworks.

• Obtain performance information on the functional capacity of
District Assemblies

• Identify capacity gaps of District Assemblies.

• Establish a link between performance and capacity building support.

• Provide a basis for incentivising District Assemblies.

The DPAT is an expansion of the Responsive Factor to include indicators used to evaluate the performance of District Assemblies on their compliance with existing legal, regulatory and policy frameworks which forms the basis for the provision of the financial incentive.
The Ministry of Local Government, Decentralisation and Rural Development (MLGDRD) has initiated the process to conduct the Sixth DPAT Assessment of the District Assemblies which will cover the following thematic areas:
• Management, Coordination, Monitoring and Evaluation
• Functional Capacity in Planning
• Financial Management and Auditing
• Procurement
• Accountability, Transparency, and Participation
• Social Inclusion and Service Delivery
• Environment and Climate Change
• Capacity Building
• Sanitation
• Local Economic Development

OBJECTIVES OF THE ASSIGNMENT
To provide consultancy services to MLGDRD in the conduct of the 6th DPAT Assessment of 261 MMDAs on the implementation of activities of the MMDAs in the 2021 fiscal year based on the thematic areas listed above.

SCOPE OF THE ASSIGNMENT
The Consulting Firms will be required to administer the Assessment Tool and submit results using the reporting formats prescribed in the DPAT Operational Manual. The duration of the contract will be a maximum of eight (8) weeks including field work and submission of reports

ELIGIBILITY

Interested Consulting Firms are requested to submit their profiles and curriculum vitae (CV) of qualified staff in the following areas: (i) Local Governance and Decentralisation (ii) Public Administration (iii) Planning (iv) Human Resource Management and (v) Financial Management.

The Consulting Firms should also provide information on their organisational setup and available logistics to undertake the assignment as well as evidence of similar assignments undertaken. Additionally, Firms are required to provide evidence of the Firm’s legal status including Company Registration, Tax Clearance Certificate, VAT Certificate, PPA Certificate as well as SSNIT Certificate.

Consulting Firms would be selected based on Consultants Qualifications (SBCQ) in accordance with the procedures specified in the Public Procurement Act 663, 2003 as amended and the Guidelines of the Public Procurement Authority of the Republic of Ghana.
