1. Background
The Ghana Publishing Company Limited (GPCL) is a state-owned printing company established on march 9,1965, under the legislative (L.I) 413 and subsequently amended by L.I 672 of December 11,1970 with bigger objectives, including security printing services and stationery for the administrative of the country.
The government of Ghana through the Ministry of Information intends to enhance the operation of the Ghana Publishing Company Limited (GPLC) in terms of its security printing to better serve its clients.
In this regard, we hereby invite interested organizations who would like to enter into joint venture arrangement with the Ghana Publishing Company Limited for this purpose to express interest in same.
The successful strategic investor will earn dividends on its share of profit from the venture and the full risk of the investment will be on the Strategic Project Investor with no Government of Ghana guarantee.
II. QUALIFICATION REQUIREMENTS
Each proposal should address the specific issues below in the order shown and as specifically and brief as possible
A. Organizational Experience and Capabilities
1. Profile of the firm, whom should have at least a ten-year track record of strategic investment in security printing industry.
2. Identify and discuss your firm’s qualification to serve as a strategic investor in the field of security printing;
a. A description of your firm’s security printing capacity, distribution and marketing capabilities both locally and internationally, including examples of significant global and other local security printing transaction lead-managed by your firm during the last five (5) years;
b. Provide the names and relevant experience of the professionals including key marketing and security printing personnel, to be assigned to the assignment, with a description of each individual’s role.
c. Provide statistic/league tables on your trading volumes for both emerging and global security printing market over the past five (5) years. demonstrate your firm’s secondary market capabilities and/or investor access support for Ghana.
d. Detailed description of methodology, infrastructural, including (technical specification) technical assistance, returns of investment projections and timelines for performing the assignment.
e. Summary description of the key legal concerns and issues that you believe may arise in connection with the transaction.
The firm will be selected in accordance with procedures set out in the Public Procurement Act, 2003 (663) as amended and the guidelines of the Procurement Act, 2003 (663) of the Republic of Ghana
