1.0 BACKGROUND

The State Interests and Governance Authority (SIGA) intends to apply part of its budgetary allocation to engage the services of an independent Audit firm to carry out audit services of the financial operations of the Ghana Consolidated Diamonds Limited (GCDL) at Akwatia, from January 2019 to December 2021.

2.0 OBJECTIVE
The objective of the assignment is to audit the financial statements of Ghana Consolidated Diamonds Limited (GCDL) which includes a mine, school and a hospital.
The Consultant is expected to express opinions on;
a) Whether the financial statements (including the notes thereto and supplementary statements) present fairly, in all material respects, (or give a true and fair view of) the financial position as at each accounting year-end, and its cash flows for the years then ended, in conformity with the International Financial Reporting Standards (IFRS).
b) Whether the financial statements are accurate and are drawn up from the books of accounts maintained by GCDL.
c) Whether GCDL has an effective system of financial supervision or internal audit at all levels.
d) Whether expenditures are properly approved, classified and supported by adequate documentation.

3.0 SCOPE OF WORK
The Consultant is expected to carry out the following four key tasks:
a) The audit will be carried out in accordance with the International Auditing Standards and will include tests and verification procedures as the auditor deem necessary.
b) Establish the financial position (assets and abilities position) of GCDL as of August
2019.
c) Audit the accounts of GCDL (mine, school and the hospital) for the financial years of January 2019 to December 2021
d) Comprehensive assessment of the adequacy and effectiveness of the accounting and overall internal control system to monitor expenditures and other financial transactions.
e) Establish the financial position (assets and liabilities position) of GCDL as of June
2022.

4.0 CRITERIA FOR SELECTION
The State Interests and Governance Authority now invites eligible firms to express their interest by providing evidence of the following eligible documents for shortlisting:

a. Certificate to Commence Business
b. Certificate of Incorporation
c. VAT Registration Certificate
d. Valid Tax Clearance Certificate
e. Valid SNNIT Clearance Certificate
f. Evidence of registration with the Public Procurement Authority
g. Certified Audited Accounts for the past three (3) years (i.e., 2018, 2019 & 2020)
h. Firms Profile indicating relevant experience
This Request for Expression of Interest (EOI) will be conducted through the procedures specified in the Public Procurement Act, 2003 (Act 663 as amended). The method of evaluating the RFP will be the Quality and Cost Based Selection (QCBS) and in the Guidelines of the Public Procurement Authority (PPA) of the Republic of Ghana.

5.0 DURATION OF ASSIGNMENT
The duration for the completion of the assignment shall be no longer than three (3) months. The assignment is expected to commence one (1) week after the contract award.

Expression of interest shall be in English and must be delivered in a written form in five (5) hard copies (one original and four copies) sealed in an envelope and clearly marked ‘EXPRESSION OF INTEREST FOR PROCUREMENT OF CONSULTANCY SERVICES FOR THE AUDIT OF FINANCIAL STATEMENTS OF THE GHANA CONSOLIDATED DIAMONDS LIMITED and submit to the Procurement Office of SIGA, First Floor Room 124.
