- Individual Consultancy Services For Local Coaches To Support The Implementation Of The Solid Waste Management Strategy.
The Ministry of Sanitation and Water Resources has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.
The Project will be implemented through five-interrelated Components, namely:
1. Climate Resilient Drainage and Flood Mitigating Activities;
2. Solid Waste Management Capacity Improvements;
3. Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support; and
4. Project Management.
5. Contingent Emergency Response Component (CERC) for COVID-19 Emergency Preparedness
and Response Project.
Component two of the Project has developed a comprehensive Solid Waste Management (SWM) Implementation Plan which details out activities required to achieve service improvements in the Odaw catchment, especially in low-income communities. The Project seeks to hire the services of Implementation Coaches to support the Solid Waste Management Expert and GARID Sanitation teams to implement the SWM Plan as below.

Consultancy Service for Coach to support Implementation of Solid Waste Improvement Plan in Accra Metropolitan Assembly
(James Town, Old Fadama, Avenor) under the GARID Project.
2. GH-MSWR-281998-CS-INDV
Consultancy Service for Coach to support Implementation of Solid Waste Improvement Plan in Korle Klottey Municipal Assembly under the GARID Project.
3. GH-MSWR-282000-CS-INDV
Consultancy Services for Coach to support Implementation of Solid Waste Improvement Plan at Okaikwei North and Ayawaso West Municipal Assemblies under the GARID Project.
Note: Individuals can express interest for only one activity.
The objective of the assignment
is to provide day-to-day facilitation support to the seventeen (17) beneficiary Assemblies and SWM Expert in implementation of the SWM plan
The specific tasks are:
i. Identify community opinion leaders, gatekeepers & champions
ii. Develop structure to support MSW collection interventions.
iii. Helping sanitation team leaders and members develop a stronger understanding of the Solid Waste Management strategy, its challenges opportunities of sustainably improving the sanitation situation for the low-income communities.
iv. Facilitate the establishment of 30 Sanitation Community Committees
v. Preparing for launch events by orientating stakeholders and sanitation team leaders and identifying pre-launch action items
vi. Provide mentoring and coaching support for sanitation committees for MSW collection & Litter Prevention
vii. Helping teams develop clear, challenging, and innovative goals and work plans, in a participatory manner
viii. Helping the sanitation team leaders plan effective team meetings and facilitating team meetings, at the request of the Team Leader
ix. Facilitate the formation of solid waste collection Cooperatives
x. Support training of cooperatives
xi. Quarterly monitoring of cleared refuse hotspots
xii. Any other activity assigned by the SWM Expert
The expected results from the Coaches assignment will be reflected in Degree of achievement of the teams SWM Strategy Action plan they are assigned to support. This will include the goal-related results these teams achieved as well as other results that came about because of their work.
The consulting services (“the Services”) covers recruitment of local coaches to support the implementation of the solid waste management strategy for the Ministry of Sanitation and Water Resources.
The assignment is expected to start in February, 2023.

The assignment is expected to be carried out within a duration of 24 months for the delivery of all the key outputs indicated under the specific tasks.
The Ministry of Sanitation and Water Resources now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Consultant Qualification and Experience
The Consultant shall have:
i. First degree qualification in Sociology, Community Development, Planning, Political Science, Civil Engineering, or similar from a recognized University.
ii. Minimum of 3 years work experience in Solid Waste Management, Local Governance, Community Development, and Cooperatives.
iii. General knowledge on solid waste management
iv. Should have skills in Community Facilitation
v. Should have prior experience in 3 projects in performance coaching and/or mentoring with focus on Capacity support, hand holding, Guidance and implementation of alternative learning approaches
vi. Should have demonstrated team building experience.
