- 1. The Ghana National Petroleum Corporation (GNPC) is seeking to engage a qualified Well Engineering Consultancy firm to develop Well Engineering Management Systems and review policies and procedures for the Corporation. The firm would also provide Drilling Project Management Services for the planning and execution phases of the drilling operations in the Voltaian Basin.
2. GNPC now invites eligible consultancy firms to indicate their interest in providing the services. Information to be provided may include:
2.1 Description and experience in executing similar assignments, Organizational setup, partnerships/relationship charts, ownership and beneficiary structures, brochures, availability of appropriate skills among key staff, required licensing and professional registrations, verifiable proof of commercial and financial capabilities, power of attorney of contact person(s) for any possible further communications etc.
2.2 Statutory documents including Letter of Interest, Company profile, Valid Certificate of Registration of Firm, Valid GRA Tax Clearance Certificate, Valid SSNIT Clearance Certificate, VAT Registration Certificate (if applicable), Valid Certificate from PPA and Petroleum Commission Registration Permit.
3. The consulting firm will work with GNPC’s Drilling Operations Team to ensure delivery of the following objectives:
i. Compliance with local legislation, corporate policy, and international standards by developing policies that are fit for purpose and match current trends in well engineering.
ii. Perform a gap analysis of personnel, existing structure and documentation to develop a strategy for further development and growth of GNPC Drilling Operations.
iii. Develop and support the drilling operations team to implement a detailed Well Engineering Management System.
iv. Perform competency gap analysis of the Drilling Operations personnel and recommend development options to build capacity to manage drilling projects.
v. Develop a matrix to support the review of GNPC’s partner(s) Well designs and geological prognosis to assure integrity and compliance with the relevant National and International regulations.
vi. Develop a matrix to track operations of GNPC and its partners’ well operations to unlock cost savings opportunities during well planning and operations.
vii. Offer strategic advice and lead the GNPC Drilling Operations team on the execution of drilling projects.
4. GNPC shall exercise the right to conduct extensive due diligence to seek to verify any or all claims in any of the submissions. All applications, once received by GNPC are deemed to have automatically given GNPC unrestricted right to conduct the necessary verification of claims. It is therefore in the interest of applicants to provide reliable contact information and testimonials for such due diligence procedures.
5. This Expression of Interest stage is not expected to evolve into direct contractual engagements. Only shortlisted consultancy firms will be issued with Request for Proposals (RFP) in accordance with the provisions in the Public Procurement Act, 2003 (Act 663) as amended in Act by 2016 (Act 914) of the Republic of Ghana.
