- SELECTION OF A GHANAIAN PRIVATE INVESTOR TO PARTNER WITH THE GOVERNMENT OF GHANA THROUGH THE MINISTRY OF FOOD AND AGRICULTURE FOR THE MANAGEMENT OF THE ASSEMBLY AND FABRICATION PLANTS WHEN COMPLETED BY ACE
1. The government of Ghana through Ministry of Food and Agriculture (MoFA) is requesting for a Ghanaian Private Investor to partner with for the management of the assembly plant for Tractors and the fabrication of Agriculture implements to be situated at Asienimpong, Ejisu Municipality in the Greater Ashanti Region of Ghana.
2. The primary objective of partnering with a Private Investor for the management of the Assembly and Fabrication plants is for Improved agricultural modernisation leading to national food security. Additional objective is for the requisite knowledge and experience and an amount of USD 1,300,000.00(One Million, Three Hundred Thousand Dollars) which will be used as running cost for the payment of utilities, salaries and other related costs as incurred by the Plant for the first six (6) months.
3. Scope of work
The Private Investor(s) will lead the management of the project from its inception to pay off all forms of external loan. The provision of the operating capital will achieve the following:
i. Utilities and other operating costs
Water, electricity and heat are running utility cost that project owners shall incur regardless of how many sales are brought into the business for the first six (6) months. These are necessary expenses that affect whether the business is operable and ready to service customers on a day-to-day basis.
ii. Salaries and labor costs
Whether full-time or part-time, the individuals who work as employees or contractors for the project shall be paid a salary or hourly rate for the work they do. These salaries are a part of the operating costs that the project has to pay.
4. The Ministry of Food and Agriculture now invites eligible Private Investor(s) to indicate their interest in providing the services described above. The Private Investor(s) shall be selected on the basis of its proven experience in projects, qualifications and ability to deliver a quality service in a timely and efficient manner. The shortlisting criteria of Private Investors MUST have the following:
• Demonstrate Organization Competence (Attach all relevant documents)
The company/Private investor(s) must be a registered Ghanaian entity with good standing and experienced in similar field of operational experience in Assembling of Tractor, Backhoe loaders and Agricultural implements as per the Original Equipment Manufacturer’s specification and standards.
a. Company Registration documents
b. Company Profile
c. Audited financial statements for the last three (3) years
d. Tax clearance certificates
e. Current annual report
f. Public Procurement Authority (PPA) Certificate
• Demonstrate Personnel Competence (Attach all relevant documents/CVs)
Management and Personnel Information
a. Qualified management team and personnel with at least five (5) years of experience with the following technical background in field of:
i. Mechanical Engineering
ii. Industrial Equipment Engineering
iii. Electrical Engineering
• Demonstrate Financial Capability (Attach all relevant documents)
Financial information
The minimum required liquid assets of the company should not be less than One Million and Three Hundred Thousand Dollars (USD 1,300,000.00) as at the time of tendering.
a. Bank declaration certificate from a reputable bank presenting:
i. Cash reserves
ii. Company Financial Limits
iii. Company status and ratings
• Demonstrate Legal standing (attach all relevant documents)
a. No litigation history with either local or foreign entity
b. Labor compliance
c. Safety records
5. The attention of interested Private Investor(s) is drawn to the Quality & Cost Based Selection (QCBS) Method procedures as specified in the Public Procurement Act, 2003 (Act 663), the Public Procurement (Amendment) Act, 2016 (Act 914) and in the Guidelines of the Public Procurement Authority of the Republic Ghana.
6. Among the submitted applications, the Ministry of Food & Agriculture will shortlist a maximum of six (6) Private Investor(s), to whom the Request for Proposals to carry out the Services shall be sent.
