Description:
The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the eTransform Project Additional Financing, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the hiring of a consultant to serve as a 2nd Procurement Specialist on the eTransform Project as well as the Ghana Digital Acceleration
Project:
a) Provide project leadership, supervision, technical expertise and coordination
capabilities for the preparation and the efficient implementation of the Digital
Economy Studies by engaged research firms or consultants
b) Provide technical support for the implementation of digital economy quick wins as part of the Ghana Digital Acceleration Project
The assignment will cover an initial period of Twelve Months. The assignment is expected to start in March 2023.

The Ministry of Communications and Digitalisation now invites eligible Individuals Consultants to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:
a. The Consultant shall have at least bachelor's degree in Business, Law,
Purchasing and Supply, Commerce, or a related field
b. At least Five (5) years Post Graduate experience in Procurement and
Contract Management in the public sector
c. Must have good knowledge of procurement policies and procedures of GoG
and Development Co-operation Agencies/Donors especially that of the
World Bank, as well as a good knowledge of the institutional, technical, and
commercial aspects of procurement
d. Must have demonstrated procurement experience in previous positions (as
procurement staff) in a national environment
e. Must be computer literate
f. Excellent skills in Project Management demonstrated in previous jobs
g. Proven track record in working effectively within multidisciplinary teams
h. A minimum of 5 years post graduate experience in procurement, and
contract management in the public and private sector.
i. A minimum of 5 years’ experience in World Bank funded projects is
required.
j. Post Procurement Professional Certificate or master’s degree experience
and knowledge of the New Procurement Framework (NPF) is an added
advantage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 4th Edition Revised November 2020, (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
