REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

The Government of Ghana has secured funding from the World Bank to finance the Greater Accra Resilient and Integrated Development (GARID) Project, and intends to apply part of the proceed for consulting services

The GARID project comprises five interrelated components namely;
1. Climate Resilient Drainage and Flood Mitigation Measures (led by Ministry of Works and Housing)
2. Solid Waste Management Capacity Improvements (led by Ministry of Sanitation & Water Resources)
3. Participatory Upgrading of Targeted Flood Prone Low-Income Communities and Local Government Support (jointly led by Ministries of Works and Housing and Local Government, Decentralization & Rural Development and supported by the PCU)
4. Project Management; and
5. Contingent Emergency Response (CERC)


Objective of the assignment
The objective of the audit of the Project Financial Statements (PFS) is to enable the auditor to express a professional opinion on the financial position of the GARID Project comprising Financial Statements for the Project Coordinating Unit (PCU), the Project Implementation Units (PIUs), and the seventeen (17) participating Metropolitan and Municipal Assemblies at the end of the fiscal year, and of the resources and expenditures for the accounting periods ended 31st December, 2022 to 31st December, 2024.


The consulting services (“the Services”) include the examination of the financial position and performance of the GARID Project including Financial Statements for the Project Coordinating Unit (PCU), the Project Implementation Units (PIUs), and the seventeen (17) participating Metropolitan and Municipal Assemblies and to determine the effectiveness of the system and identify the key areas that need improvements.

The total man-month input for key expects for the assignment is estimated as Seven (7). The duration of the assignment will be for a period of three (3) years. The assignment is expected to start in April, 2023.

The GARID Project Coordinating Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. The Firm should be legally registered and in good standing
2. The core business of the firm must be in Financial Auditing
3. The Firm must be at least 10 years in business
4. Firm should have a minimum of five (5) years’ experience in providing consulting services in auditing of financial statement.
5. Experience in providing consulting services to ministries and agencies
6. The firm should have proven records in similar assignments.
7. Must have in its team, persons with the requisite experience as Audit Partner, Audit Manager and Audit Supervisor.
8. Should be registered with the Ghana Public Procurement Authority; and
9. Evidence of technical and managerial capability.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 4th Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected


A Consultant will be selected in accordance with the Least Cost Selection (LCS) Method set out in the Procurement Regulations.
