- 1.0 BACKGROUND
The Ghana Meteorological Agency (GMet) mandated by Act 682 to provide Meteorological service in the country intends to apply part of its budgetary allocation to engage the services of a consultant(s) to support it in digitizing some climatological paper archives as part of Ghana’s UNEP managed GCF readiness project.
2.0 SCOPE OF SERVICES
The purpose of this assignment is to protect the National Climate Records through the digitization of paper-based archives. To achieve this objective, suitably qualified consultant/consortium with experience in digitizing climatological data are requested to submit proposals to undertake the scope of work.
Scope of work: The main tasks to be undertaken by the Consultant will include the following but is not limited to:
1. Gather data from Archives where data is stored.
2. Choose appropriate digitization technique. i.e. OCR scanner, key entry, speech recognition.
3. Digitise and format the temperature and precipitation data for the agreed selected districts/stations.
4. Assess the digitization error (test for errors) and make corrections to the data.
5. Once processing is complete, validate the data and document information about the quality
6. Digitize observed climate records in 10 Districts to bring them to usable formats
3.0 DURATION OF SERVICE
The work is envisioned for a total duration of 3 months. A proposed timeline of activities should be submitted as part of a detailed work plan in the proposal.
4.0 CRITERIA FOR SELECTION OF CONSULTANTS
The Agency invites eligible individuals to indicate their interest in providing the above-mentioned service. Interested individuals should provide the necessary profile, information, relevant experience indicating their eligibility and qualification to providing the services.
The shortlisting criteria include:
• The Consultant must have experience in handling digitization of climatological datasets. Together with a fee proposal, prospective Consultant is expected to submit their proposed approach and methodology to undertake the assignment.
• Experience in handling and digitization of climatological datasets.
• Language:
▪ Fluency in written and spoken English.
▪ Capacity to communicate fluently with different stakeholders (civil society, government authorities, traditional authorities, local communities, project staff)
▪ Ability to speak one or more local languages.
5.0 EXPRESSION OF INTEREST
The GMet now invites eligible consultants with the required experience to indicate their interest in providing the services.
Expression of Interest shall be in English and interested individuals should indicate their interest in writing and submit in an envelope, clearly marked “CONSULTANCY SERVICES TO SUPPORT THE GHANA METROLOGICAL AGENCY IN DIGITIZING SOME CLIMATOLOGICAL PAPER ARCHIVES” to the Procurement Unit, Annex 2, Ghana Meteorological Agency Headquarters and addressed to address I as below. Closing date for the receipt of proposal is 15th March, 2023 at 12: 00 pm.
Individuals will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) and the Public Procurement (Amendment) Act, 2016 (Act 914) of the Republic of Ghana.
