Consultancy Service for the Preparation of Environmental and Social Management Plan for Selected E-Waste Pilot Sites.

The Environmental Protection Agency (EPA) through the Government of Ghana has received financing from the World Bank toward the cost of the Africa Environmental Health and Pollution Management Programme (AEHPMP), and intends to apply part of the proceeds for consulting services.

The overall objective of this assignment is to conduct an environmental and social impacts assessment on the selected sites for the piloting of investments in e-waste dismantling and holding centers in Ghana under the AEHPMP, in order to prepare an Environmental and Social Management Plans (ESMPs) to mitigate risks to any anticipated environmental and social impacts arising from the implementation of the interventions, in accordance with the requirements of the World Bank.

The consulting services (“the Services”) include: assessment of environmental and social impacts of the interventions at the proposed pilot sites; preparation of site-specific Environmental and Social Management Plans (ESMPs) through the preparation of comprehensive description of proposed projects, undertaking of field investigations or studies through stakeholder engagements, socio-economic survey, flora and fauna assessment, hydrological assessment, air quality assessment, noise impact assessment, traffic impact assessment, occupational health and safety assessment, water sediment quality assessment and cultural and heritage assets assessment; analysis of relevant legislation, regulation and institutional frameworks; baseline characterization; identification and analysis of alternatives; identification and assessment of potential impacts and recommended mitigation; development of an environmental and social management and monitoring programme; and the training if Project staff and relevant stakeholders in the implementation of the ESMP through the use of appropriate learning tools.

The estimated level of effort (professional staff-months) is 9-staff-months. The duration of the assignment is estimated at Twelve (12) Weeks and the assignment is expected to start in August 2023.

The Environmental Protection Agency (EPA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required expertise, qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. The core business of the firm should be in the different aspects of Environmental and Social Management with a particular focus on the conduct and preparation of environmental and social management investigations, tools, reports and plans.
2. Firm should be legally registered and in good standing (provide proofs of legal registration and operation of firm).
3. Experience in working in Ghana with government institutions, multilateral organizations, international development agencies and interest groups in local communities in the last five (5) years.
4. Minimum of five (5) years’ experience in conducting comprehensive environmental and social assessment on various undertakings in Ghana (provide proofs/evidence).
5. Must demonstrate adequate relevant experience (with references) in conducting/preparing World Bank Environmental and Social instruments such as ESMF, SEP, ESMP, and gender assessment in the last Six (6) years.
6. Proven track record/experience in successfully completing at least two assignment of similar nature, scale and complexity in the last Eight years.


Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification. The successful firm shall be required to submit a completed Beneficial Ownership Disclosure Form prior to signing of Contract.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the Procurement Regulations.
