LOT 4 – CONSULTANCY SERVICES FOR DESIGN REVIEW & SUPERVISION OF THE PROVISION OF SOCIO-ECONOMIC INFRASTRUCTURE IN OKERE, AKUAPIM SOUTH, AYENSUAONO, ADAKLU, KRACHI WEST AND TEMA WEST DISTRICTS (ZONE 4)
The Government of Ghana has received financial assistance from OPEC Fund for International Development (OFID) for the implementation of the Integrated Rural Development Project (IRDP II) and intends to apply part of the proceeds of this financial assistance to eligible payments under the contract for the Consulting Services for the Design Review and Supervision of the
Construction of Socio-economic Infrastructure in twenty-two Districts in Four (4) Zones. These units include of 51 mechanized boreholes, 43 sanitation facilities, 42 six-unit classroom blocks, 20 teachers’ quarters, 19 culverts/drains, 15 rural clinics, 15 nurses’ quarters, 1 no. market (i.e. 7 sheds, I revenue booth, 1 warehouse, and 1 store). Each zone may have an average of fifty (50) different basic socio-economic infrastructure units.
Payment by OFID will be made at the request of Government of Ghana and upon approval by OFID in accordance with the terms and conditions of the loan agreement, and will be subject in all respects, to the terms and conditions of that agreement. Except as OFID may specifically otherwise agree, no party other than Government of Ghana shall derive any rights from the loan agreement or have any claim to proceeds of the financial assistance.
The 4 assignments are lotted as follows:
Lot 1 – Consultancy Services for Design & Supervision of the Provision of Socio-Economic Infrastructure in Binduri, Lambussie, Karaga, East Gonja, and Chereponi Districts (Zone1)
Lot 2 – Consultancy Services for Design & Supervision of the Provision of Socio-Economic Infrastructure in Offinso North, Afigya Kwabre North, Sekyere Central, Sekyere Afram Plains, Sunyani West, Wenchi and Techiman South Districts (Zone 2)
Lot 3 – Consultancy Services for Design & Supervision of the Provision of Socio-Economic Infrastructure in Asunafo South, Essikado-Ketan (Sub-Metro under STMA), Akontombra, Assin North, and Awutu Senya West Districts (Zone 3).
Lot 4 – Consultancy Services for Design & Supervision of the Provision of Socio-Economic Infrastructure in Okere, Akuapim South, Ayensuaono, Adaklu, Krachi West and Tema West Districts (Zone 4)
The main objectives of the studies are to, among others:
• Design Review and preparation of engineering and architectural designs;
• Preparation of detailed bill of quantities (BOQs) and bidding documents; and
• Supervision of the Works Contract to ensure that the works comply with the approved design, drawings, specifications, conditions of contract and sound engineering practice.
The assignment shall be in undertaken in two stages i.e. Stage 1: Review of detailed engineering and architectural designs and Stage 2: Construction Supervision.
The duration of the assignments shall be 21 months.
The Ministry of Local Government, Decentralisation, and Rural Development (MLGDRD /Social Investment Fund (SIF) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Interested firms can express interest in all Lots in order of preference but will be shortlisted for ONLY ONE LOT and must organise their Expression of Interest in the following order:
Chapter 1 - Company Profile, incorporating i) Legal Status (Certificate of Incorporation), ii) Letter of Intent of Association, if necessary, iii) Organizational chart.
Chapter 2 – Specific Experience of the firm relevant to the assignment.
Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Guidelines of OPEC Fund for International Development (OFID).

Expressions of interest in English (Original plus five hard copies and a pdf-electronic copy) must be delivered to the address below by 16th August, 2023 at or before 4: 00 PM (GMT) and clearly marked: “Consulting Services for the Design Review and Supervision of the Construction of Socio-economic Infrastructure”.
