- The Ghana Grid Company Limited (GRIDCo) has been licensed by the National Communication Authority (NCA) to build and operate a terrestrial fibre optic network. GRIDCo seeks to develop ethernet circuits along the Accra-Aflao and Takoradi-Elubo via Essiama transmission line segments with suitably qualified operators.
Ghana Grid Company Limited’s intention is to engage a partner in a joint arrangement to commercially operate “lit” networks along the selected segments. The scope of arrangement will cover the following main areas of activity:
a. Deploy high-capacity transmission devices at GRIDCo’s nodes.
b. Deploy fully resourced maintenance teams with 24/7 Network Operating Centre (NOC).
c. Operate an IP backbone circuit.
d. Provide Access to Metro Networks (Last Mile Connection), and Wholesale IP Content
The Ghana Grid Company Limited (GRIDCo), now invites eligible Telecommunication Firms or Consultancy Firms hereinafter called “Consultants” to indicate their interest in participating in the required arrangement. Interested Consultants registered with the Public Procurement Authority (PPA) should provide information demonstrating that they have the required qualifications and relevant experience to develop and operate backbone networks.

The criteria for shortlisting are:
a) Establishment of Firm and Relevance Experience
Have been established over the last 5 years and been in continuous business in the related field to date. Firms shall demonstrate that they have undertaken similar or related activity for at least two (2) Companies in the last Five (5) years.
b) Overall Consultancy Services
A minimum of five (5) years’ experience in operating a fibre optic infrastructure (backbone or metro)
c) Specific Requirement
• Must possess, or have access to, a National Terrestrial Fibre Optic Cable Infrastructure License
• The firm shall invest in all the terminal devices required to build the network.
Note: in the event of amalgamation, mergers or other corporate restructuring the related prior experience of the respective partners may be taken to consideration in applying the above qualification requirements.
The Consultant shall submit details of its organisation, availability of appropriate skills, specific assignments carried out and other relevant information indicating that they are qualified to participate in providing the arrangement. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
Based on the Expression of Interest (EOI) received from eligible interested consultants, GRIDCo will prepare a shortlist of consultants who will be invited to submit Proposals (RFP) for the joint arrangement. Thereafter, a consultant will be selected on a "Quality Based Selection” (QBS) basis for the arrangement in accordance with the procedure laid out in the Public Procurement Authority’s General Procurement Guidelines on Consultancy Services.
