The Environmental Protection Agency (EPA) through the Government of Ghana has received financing from the World Bank toward the cost of the Africa Environmental Health and Pollution Management Programme (AEHPMP) and intends to apply part of the proceeds for consulting services.

The overall objective of this assignment is to develop a National Waste Electrical and Electronic Equipment (WEEE) Management Policy for Ghana in consultation with the Ministry of Environment, Science, Technology and Innovation (MESTI), Environmental Protection Agency (EPA) and other stakeholders. Also, to develop an Implementation and Communication Plan for the operationalization of the Policy.

The consulting services (“the Services”) include the development of an inception report for the National Waste Electrical and Electronic Equipment (WEEE) Management Policy, Policy Implementation and Communication Plan taking into consideration stakeholder mapping and policy gap analysis; desk review of e-waste related documents, policies, action plans and documented experiences; development of zero draft Policy and a framework for the Implementation Plan; facilitation of workshops for broader stakeholder consensus at national and regional levels on the zero draft Policy document and Implementation Plan; moderation of stakeholder validation workshop on the 1st draft Policy document and Implementation Plan; incorporation of comments from stakeholder validation to revise final draft Policy and Implementation Plan; and the integration feedback comments from National Development Planning Commission (NDPC) into final draft Policy and Implementation Plan.

The estimated level of effort (professional staff-months) is 32-staff-months. The duration of the assignment is estimated at Thirty-four (32) Weeks and the assignment is expected to start in November 2023.

The Environmental Protection Agency (EPA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required expertise, qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. The core business of the firm should be in the different aspects of e-waste management, policy development and management and corporate governance in areas relevant to the assignment.
2. Firm should be legally registered and in good standing in Ghana (provide proofs of legal registration and operation of firm in Ghana).
3. Proven experience in working in Ghana and with government institutions, Non-Governmental Organizations and interest groups in local communities in Ghana in the last ten (10) years.
4. Minimum of five (5) years of experience in working with various stakeholders within the E-waste value chain in Ghana.
5. Must demonstrate track record of having completed at least one assignments of similar nature and complexity.
6. Must demonstrate understanding of, and familiarity with the E-waste landscape and the legal regimes relevant to the E-Waste sub-sector in Ghana.

Key Experts will not be evaluated at this shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture (JV) and/or a Sub-Consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the Procurement Regulations.

For firms situated outside the borrower’s country who, due to the COVID restrictions, cannot deliver their hard copies before the stated date, should submit a softcopy version of their printed copies at larry.kotoe@epa.gov.gh and jacob.attiogbe@epa.gov.gh.
