Procurement Of Technical Services For The Engagement Of An Event Organizing Firm For Pelt Award.

1.0 BACKGROUND
The State Interests and Governance Authority (SIGA) is established by the State Interests and Governance Authority Act, 2019 (Act 990) to oversee and administer the State Interests in State-Owned Enterprises (SOEs), Joint Venture Companies (JVCs) and Other State Entities (OSEs) and to provide for related matters.

The State Interests and Governance Authority under the Act 990 is mandated to Promote within the framework of Government policy, the efficient or where applicable profitable operations of the Specified Entities. To carry out this object, the Authority is enjoined:

i. To ensure adherence to the terms and conditions of the Annual Performance Contract signed by the Authority with the State-owned Enterprises and the Other Specified Entities.
ii. Monitor and evaluate performance of Joint Venture Companies and
iii. To prepare and submit to the Minister an annual assessment report on the governance and institutional performance of the Specified Entities.

In view of the above, SIGA intends to engage the services of an experienced and capable Firm for the Provision of Event Management Services for the upcoming Public Enterprises League Table (PELT) Awards.

2.0 ASSIGNMENT OBJECTIVE
The Specified Entities per PFMR (LI 2378) section 196 are to sign performance compacts and meet their key performance indicators accordingly. This is to ensure that the SEs are realizing value and paying good dividends in line with reducing fiscal risk to the state.
Considering the above, the Public Enterprises League Table (PELT) Awards program was deduced to address the following:

1. Dominance of private sector led award schemes
2. Non-existence of technical schemes to reward efficiencies of SEs
3. Commercialization of schemes, reducing participation of SEs
4. Prevailing schemes not driving Government’s growth agenda
5. The need to create schemes focusing on performance of SEs

The establishment of the scheme provided the following solutions:
1. A credible and transparent recognition scheme for SEs.
2. Uniform, legally binding and wholistically accepted avenue to reward SEs, mainly based on the performance dimensions agreed in the signed Performance Contract (PFMR 196).
3. Promote Good Corporate Governance in the SEs Sector.
4. Highlight contributions of SEs to the economy of Ghana.

3.0 SCOPE OF SERVICE
The selected event management firm is expected to provide the following deliverables:
A. Pre-Event Planning Preparation and Production:
i. Design the event layout, stage, and decor to align with the chosen theme.
ii. Vendor Selection and Management.
iii. Identify and contract with appropriate vendors for security, medical services, ushering services, audiovisuals, decorations, and other event-related services.
iv. Negotiate favorable terms with vendors to ensure cost-effectiveness.
v. Work with SIGA team to manage invitee list.
vi. Design digital and printed invitations.
vii. Program Development:
viii. Create a detailed event program, including promptings for speeches, presentations, and entertainment segments.
ix. Work with the SIGA team to coordinate with speakers, presenters, and performers.
x. Logistics and Technical Support:
xi. Ensure seamless technical support, including audiovisual equipment setup and branding.
xii. Coordinate transportation and parking arrangements.
B. Event Execution:
Event Day Coordination:
i. Supervise event setup, registration, and guest arrival.
ii. Manage the flow of the event to ensure it runs smoothly.
4.0 SELECTION CRITERIA
The State Interests and Governance Authority now invites eligible firms, joint ventures (JVs) and partnerships to express their interest by providing evidence of the following eligible documents for shortlisting.
a. Certificate to Commence Business
b. Certificate of Incorporation
c. VAT Registration Certificate
d. Valid Tax Clearance Certificate
e. Valid SSNIT Clearance Certificate
f. Valid Public Procurement Authority (PPA) Registration / Certificate
g. Firms Profile indicating relevant experience with references

This Request for Expression of Interest (EOI) will be conducted through the procedures specified in the Public Procurement Act, 2003 (Act 663 as amended). The method of evaluating the RFP will be the Least Cost Selection procedure and in the Guidelines of the Public Procurement Authority (PPA) of the Republic of Ghana.
