- PREPARATION OF A LAYOUT / LOCAL PLAN FOR KETA AND KEDZI RECLAIMED LAND IN THE KETA MUNICPAL ASSEMBLY
1. The Keta Municipal Assembly intends to procure the services of a competent firm as part of its Plan to prepare a Layout/ Local Plans for Keta and Kedzi Reclaimed Land.
2. The objectives of the project are:
I. To have an approved Layout for the Reclaimed Land
II. To ensure orderly and harmonious human settlements.
III. To enhance service provision Municipality
IV. Increase the Revenue base and expand the tax net for the municipality
V. To improve revenue Mobilization at the Site.
VI. Negotiate with Stakeholders for the management of the site.
3. The objective of the assignment is to provide technical services for the Preparation of a cadastral plan that represents a specific area of land. It includes information about the boundaries, dimensions, and legal subdivisions of the land parcels within that area. Cadastral plans are essential for land registration, property taxation, and land use planning in the defined area under the Internally Generated Fund (IGF).
The scope of the services will involve: (i) Review of available records to obtain realistic up-to-date data, (ii) Documentation of the entire reclaimed land area to facilitate drafting of the Layout (iii) Provision of up to date Building footprints to aid proper design of the area, Identification of natural features e.g. Water bodies, hills and existing drainage and Provision of contours.
4. The Keta Municipal Assembly now invites eligible firms to indicate their interest in providing the services described above. Interested Firms/Institutions should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: (1) General Experience – [10 points]; (2) Firm’s experience in Similar Assignments – [30 points]; (3) Organizational Structure – [10 points] (4) Availability of Appropriate Competencies/Skills among Staff – [50 points].
5. The attention of interested Firms is drawn to Public Procurement Act: Selection and Employment of Firms with regards to the Public Procurement guidelines on conflict of interest.
6. Firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualification.
7. A Firm will be selected in accordance with the Quality Cost Based Selection (QCBS)/Least Cost Selection (LCS) Method procedures set out in the Public Procurement Guidelines: Selection and Employment of Firms shall be on Commission basis

9. Expression of Interest, clearly marked preparation of a Layout/ Local Plans for Keta and Kedzi Reclaimed Land must be addressed to address 1 and delivered in written form to address 2 below (in person or by mail) by 16:00 Hours GMT by 13th October, 2023.
