Rationale for Assignment
To help achieve the overall objective of the project and create awareness, there is a need to develop a Communication Strategy and roll out plan including Information, Education and Communication (IE&C) materials that would be used to engage stakeholders and create awareness on the relevance and opportunities of KUMAP/BRT system. Additionally, the Communication Strategy will include a framework for inclusive and continuous community engagement with an accompanying comprehensive plan which is a critical element of the project design and its implementation.
Objective of Assignment
The overall objective is to develop a Communication Strategy which incorporates both traditional and non-traditional communication tools whilst leveraging digital solutions to create awareness and opportunities including information disclosure in an inclusive manner.
Required Qualification and Experience
The Ministry of Local Government, Decentralisation and Rural Development invites eligible consulting firms (“Consultants”) to express their interest in providing the Services (preparation of a communication strategy). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Firm should be legally registered and in good standing.
• The Firm should have a multidisciplinary team with the required professional specialisation related to this assignment.
• Demonstrate prior experience in developing a Communication Strategy, ideally targeting informal sector/economy development context.
• Have a good understanding of urban mobility and accessibility issues in Ghana, especially within the informal sector.
• Have at least five (5) years of progressively advanced experience in strategic communications, public advocacy and media relations which must include development communications and advocacy strategies at the global, regional, or national level.
• Have the relevant experience in working with government and/or international organisations on consultancy assignments, especially in strategic communications planning.
• Have experience in producing good communication and advocacy materials for use by Ministries.
• Have excellent proven written and spoken English; and strong oral and written communication skills. Some knowledge of local language is an added advantage.
• Have experience working with local governance and decentralisation practices in Ghana.

NB: Key Experts will not be evaluated at the shortlisting stage.

Duration of Assignment
The Consulting Firm is required to work within 14 weeks upon signing of the contract. The detailed Terms of Reference (TOR) for the assignment can be obtained by contacting the email addresses below or the Procurement Unit, Room 23, first floor of the Ministry of Local Government, Decentralisation and Rural Development.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018 and 4th Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
