- CONSULTING SERVICES – BENEFICIARIES’ SATISFACTION SURVEY
The Government of Ghana with support from the International Development Association (IDA) is implementing the Ghana Secondary Cities Support Program (GSCSP). The GSCSP was designed as part of the overall efforts to achieve the objectives of the National Urban Policy Framework (NUPF), and to promote, in secondary cities and towns (i) urban economic development, (ii) urban planning (iii) urban infrastructure and service delivery, (iv) urban governance and (v) urban finance, through the three decentralization areas (fiscal decentralization, administrative decentralization and decentralized planning).
The specific objective of the program is to improve urban management and basic urban services in the Fifty-Three (53) Implementing Agencies (IAs) at the national, regional, and local levels. The implementing agencies includes the Ministry of Local Government, Decentralisation and Rural Development (MLGDRD), the Office of the Head of Local Government Service (OHLGS), the Sixteen (16) Regional Coordinating Councils (RCCs) and Thirty-five (35) Municipal Assemblies (MAs). The funds are to be used in Investment activities, and the mechanism is anchored on Program for Results (P-for-R) instrument using Government of Ghana (GoG) systems.
Unlike GoG's broader decentralization support program of allocating annual financial resources to the Metropolitan, Municipal, and District Assemblies (MMDAS) using the District Performance Assessment Tool (DPAT), the GSCSP is providing parallel resources to participating MAs based on their level of performance in the following specific urban management areas: i) urban planning and services ii) urban economic development and competitiveness iii) sustainable urban systems and iv) urban infrastructure delivery. The financial resource allocation to the participating MAs are to be used to finance investments in urban infrastructure and service delivery and institutional and capacity development initiatives aimed at enhancing their urban management performance.
The total financing envelop for the Program is Two Hundred and Forty-Five Million dollars ($245,000,000.00) and this is disbursed through a set of eight (8) Disbursement Linked Indicators (DLIs) as detailed in the Program Appraisal Document (PAD). The Ministry intends to apply part of the funds towards payment for the procurement of a Consultancy firm to conduct a Beneficiaries’ Satisfaction Survey.
The Ministry therefore invites written Expression of Interest from eligible Consulting firms to indicate their interest in providing the required services.
The objective of the assignment is to assess the impact of the Program on the intended beneficiaries.
Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The details of the scope of services are included in the Terms of Reference for the assignment for interested Consulting firms to access before they submit their EoIs.
In order to be shortlisted, the Expression of Interest (EoI) shall specifically address, as much as possible, the requirements set forth as follows. (i) description of similar assignments and experience to meet, at minimum the requirements of the Terms of Reference, and (ii) availability of appropriate skills among staff with the minimum key personnel requirements of the Terms of Reference (no CVs at this stage).
A Consulting firm would be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) as amended, using the Method of Selection Based on Consultant's Qualification (SBCQ).

The Expression of Interest shall be in English and must bear the title “The Expression of Interest For Beneficiaries’ Satisfaction Survey” addressed and delivered to the addresses below not later than 4pm, on Wednesday, 28th February 2024.
