Request for Expression of Interest
This request for expression of interest follows the general procurement notice for this project that appeared in Development Business No. 45233120 of 20th April, 2009.
The Ministry of Transport (MOT) of the Republic of Ghana has received a credit from the International Development Association (IDA) to support projects being implemented by its agencies, and intends to apply part of the proceeds of this credit to payments under Consultancy Services for preparation of all necessary regulations to enable Ghana Railway Development Authority to fulfill its mandate.
The services will include but not be limited to the following:
• Review existing railway regulations in a number of countries with similar background, policy, governance, financing and institutional arrangements and with similar development objectives to that of Ghana; examining their suitability to the Ghanaian context.
• Detailed development of:
o Rules and guidelines affecting the licensing of railway services and operators.
o Rules and regulations affecting railway
o Rules and guidelines affecting the licensing of suitably qualified legal entities to rehabilitate existing lines and railway facilities and construct new ones
o Technical standards affecting the quality and performance of infrastructure, rolling stock and equipment used
The assignment will be implemented in the period from September 2011 – July 2012.
The Ministry of Transport on behalf of the Ghana Railway Development Authority now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January, 2011.
