- The Government of Ghana has received a US$150 million credit facility from the World Bank to implement the Gulf of Guinea Northern Regions Social (SOCO) Cohesion Project over five years (2022 to 2027) in forty-eight (48) Metropolitan, Municipal and District Assemblies across six (6) regions, namely Northern, North East, Savannah, Upper East, Upper West and Oti regions. The Ministry of Local Government, Chieftaincy and Religious Affairs (MLGCRA) being the lead implementing Ministry intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) is for the MLGCRA/SOCO PIU and the World Bank, as well as all other key stakeholders is to assess progress towards the achievement of Project Development Objectives (PDO) and intermediate outcome/expected results of the project (Results Framework indicators)
In addition, the assignment seeks to assess synergies and interlinkages between the project and other interventions carried out by the government and other partners, this includes complementarity, harmonization, and coordination with others and the extent to which the intervention is adding value while avoiding duplication of effort, improve program performance and enhance learning with the project's key stakeholders, ensure that the progress and results of the project are monitored, communicated, and acted upon in a timely, efficient, and result-based manner, assess the implementation progress made in activities and outputs towards achieving the planned results, targets, and objectives, identify trends, challenges, and lessons for improved planning and implementation, assess building blocks for the sustainability of the project and assess whether activities and outputs are being delivered cost-effectively and on time with estimated period of one (1) month from March 2025.
The Ministry of Local Government, Chieftaincy and Religious Affairs (MLGCRA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: (i) the firm or institution must be fully registered in Ghana with technical and managerial capacity to carry out baseline, midterm, and endline surveys and meet GRA tax obligations (ii) the firm or institution must have a mionimum of 5years experience in undertaking baseline, midterm and endline surveys in Ghana for World Bank funded projects or any public or international institutions (iii) the firm or institution must have a minimum of 5years experience in undertaking baseline, midterm and endline surveys within the Northern and Oti Regions of Ghana for World Bank funded projects (iv) the firm or institution must be fully independent and must has no conflict of interest with MLGCRA.
Key Experts will not be evaluated at the shortlisting stage. (no CVs at this stage).
