- The Government of Ghana, with the support of the International Development Association (IDA) and International Finance Corporation (IFC), has developed the IDA/IFC Ghana MSME Project. The Project aims to enhance the competitive and employment levels of Ghanaian Micro, Small and Medium Enterprises (MSMEs). This will be achieved by: (i) building an integrated market access and trade facilitation infrastructure; (ii) proactively supporting entrepreneurship development; (iii) developing and str6engthening, on a sustainable basis, the capacity of local intermediaries to deliver financial and non-financial services to MSMEs and MSMEs to make productive use of these services; (iv) reducing selected business constraints, including technical barriers to trade, faced by MSMEs; (v) providing an enabling environment (access to finance, trade promotion and trade facilitation infrastructure) to boost increased investments in the MSME sector; and (vi) enhancing the facilitation, project development, and implementation roles of the Government.
Objective of the Assignment
The MSME Project under the Ministry of Trade and Industry seeks to engage a Procurement Specialist to supervise and manage all procurement activities under the MSME Project in accordance with IDA procedures, rules and regulations and the Ghana Public Procurement Law (Act 663 of 2003) and also support the PCU in the management and administration of contracts emanating from the procurement process.
Scope of Work
The Procurement Specialist will be responsible for the planning, coordination, implementation and monitoring of all procurement activities within the Project Coordination Unit and the implementing agencies of the Ghana MSME Project. Among others, he/she will be responsible for:
• Develop and maintain an overall procurement management system, follow due processes and procedures, and provide quality reviews to guide project procurement including documentation and filing system to aid storage, retrieval and auditing of project procurement and, in addition, ensure periodic review of such a system to respond to changing project implementation environment.
• Ensure timely publications of General Procurement Notices (GPN), Specific Procurement Notices (SPN), Expression of Interests (EOI) and awarded contracts when required.
• Visit and provide guidance and technical support to the MSME Implementing Agencies to ensure timely preparation of their procurement plans and prepare the consolidated procurement plan.
• Prepare and maintain a procurement performance tracking system to facilitate the monitoring of performance of procurement activities of all components as well as IDA response time on issuing “no objections†at different levels of the procurement process where necessary; to enable early follow-up as well as provide input into preparation of Quarterly FMRs and Half Year Progress Reports.
• Prepare, consolidate and up-date procurement plans and monitor the implementation of procurement progress on Goods, Services and Civil Work by all MSME implementing agencies;
• Submit actions on procurement including those requiring World Bank’s review and approvals to the Project Coordinator for timely action;
• Maintain proper and complete records of procurement in appropriate filing system to ensure ease of retrieval of information; and
• Provide support to the PCU and implementing agencies in managing of contract signed to ensure successful execution of all contracts
• Monitoring of the progress of construction contracts, reporting and some level of financial management. These tasks also include ensuring achievement of timely completion of the construction contracts in terms of quality and cost, in accordance with the contract documents and the budget. Support the supervising consultants to ensure that contractors mobilize quickly plants, equipment and machinery per requirements of the contract to avoid unnecessary delays;
• Evaluate, performance of each contract with mention of impediments and providing suggestions for improvements for the attention of the Client;
• Provide support to the client in the review of decisions on all claims and advice on potential claims.
Qualification and Experience
The successful candidate must have university degree preferably in Civil Engineering and a post graduate qualification in Procurement Management, Supply Chain Management or a related professional qualification with a minimum of ten (10) years post qualification working experience. In addition to the Public Procurement Act (Act 663), candidates with working experience in donor funded projects, preferably in World Bank funded projects with an in –depth knowledge of the World bank Procurement Guidelines is desirable.
Duration of Assignment
The Procurement Specialist shall be engaged on the MSME for a period of starting February 1, 2012 and ending June 30, 2013
