- The Ministry of Lands and Natural Resources has received financing from the World Bank toward the cost of the Second Land Administration Project (LAP 2), and intends to apply part of the proceeds for consultant services.
LAP-2 is a follow on project of LAP 1 and being implemented out of the National Land Policy which came into effect in 1999. The project will concentrate on completing outstanding legal and institutional reforms, removing business bottlenecks, promote transparency and address various land administration challenges in order to: (i) speed up land registration and delivery of titles and deeds; (ii) enhance security of tenure; and (iii) strengthen settlement of land disputes among others. The Project will also support the completion of land policy and legislative reforms and institutional reforms started under LAP-1. The Project will be implemented through four-interrelated Components, which are:
1. Strengthening the Policy, Legal and Regulatory Framework for Land Administration;
2. Decentralizing and Improving Business and Service Delivery Processes;
3. Improved Maps and Spatial Data for Land Administration; and
4. Human Resource Development and Project Management.
The objective of this consultancy assignment is to develop a National Mapping Policy document for the country which provides the context, direction, guidelines and actions for mapping the entire country. The Policy document is to provide a base or structure for the production and dissemination of maps of all thematic areas and scales, moving away from the analogue to a digital environment as far as practicable.
The assignment will include producing a policy document that will address:
• regulations on map production, dissemination and usage;
• policy guidelines for the establishment of a regulating body for all surveying and mapping activities;
• permission for spatial data capture with respect to Aerial Photography and or Satellite Imagery as appropriate;
• licensing for map production;
• overall operational strategy and legislative adaptation to facilitate sustainable service delivery by the Survey and Mapping Division of the Lands Commission in the area of map production;
• advice on the possible conversion of the Universal Traverse Mercator (UTM) to the Ghana Traverse Mercator (GTM) to enable an informed decision to be undertaken underpinned by consultations with key stakeholders; and
• enforcement of data sharing and interoperability between the public and private sector through the Public Private Partnership (PPP) concept.
The listed assignments should be completed within three months.
The Ministry of Lands and Natural Resources through the LAP Project Coordinating Unit now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
