EXPRESSION OF INTEREST FOR CONDUCTING ENDLINE SURVEY AND ANALYSIS OF THE NUTRITION AND MALARIA CONTROL FOR CHILD SURVIVAL PROJECT

1. Introduction
The Ministry of Health in collaboration with the World Bank is implementing a comprehensive set of public health interventions in seventy-seven districts in eight regions under the Nutrition and Malaria Control for Child Survival (NMCCS) Project. The aim is to contribute to the reduction in the high prevalence of avoidable child and maternal morbidities and mortalities attributable particularly to nutrition and malaria in line with efforts aimed at achieving MDG 4 and 5. This will be done by improving utilization of selected community-based health and nutrition services for children under the age of two and pregnant women in selected districts. The project interventions include growth promotion, health and nutrition education, vitamin A supplementation, deworming and provision of Long Lasting Insecticide Treated Nets (LLINs)

The (NMCCS) Project focuses on improving nutrition and child care practices and preventing the persistent occurrence of malaria in the country and consequently contributing to wealth creation. The project links up with many other projects which focuses on child survival interventions such as the High Impact Rapid Delivery Approach. The number of districts to be covered under this project is 77 in eight regions (Northern, Upper East, Upper West, Central, Volta, Ashanti, Greater Accra and Western).

The main survey tool of the project is the Lot Quality Assurance Sampling (LQAS) technique. LQAS was used for the baseline survey at specified intervals. Based on the findings of the baseline, each Regional and District Health Management Team sets annual targets for continuous assessment of their own performance, and makes strategic changes when needed. It enables each District Health Management Team to prepare strategic action plans to improve project implementation.

The project is designed to have a comprehensive baseline and end line assessment and therefore as part of the preparatory work towards the end of the project, an end line survey is being undertaken.

2. Purpose/Rationale for Assignment
The objective of the assignment is to:
1. Conduct End-line Survey in 77 project districts using Lot Quality Assurance Sampling Methodology (LQAS)
2. Analyse and prepare reports for the raw data that has been collected

3. Scope of Assignment
• Training of Trainers (TOT)
• Revision of the Survey Questionnaires.
• Data collection
• Data management
• Data analysis using appropriate weighting
• Analysis and Report writing
4. Requirements
Interested Firms must provide a statement of capability, indicating clearly the area of core competencies of the firm as well as the experience of the firm, as outlined below:

• Reputable Client base (List all Clients for which similar assignments have been undertaken within the last five years)
• Qualifications and experience of proposed staff
• Firm’s knowledge and experience in qualitative and quantitative research
• Experience in working in the health sector in Ghana will be an advantage
• Experience in conducting surveys using LQAS will be an advantage

Submissions must include brochures, description of similar assignments, methodology etc. This information shall be in addition to the following certified documents:

• Authenticated copies of the Certificate of Registration of the Consulting Firm, VAT Registration Certificate, Valid SSNIT and Internal Revenue Service Certification

• Signed CV’s of the proposed professional staff. Key information should include number of years spent working for the Firm and degree of responsibility held in various assignments during the last five (5) years.

5. Selection
This Expression of Interest is open to eligible and reputable Consulting Firm(s) with Experience in qualitative and quantitative research; clear understanding of data gathering, data entry analysis and report writing. The Firm will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) as well as the World Bank Guidelines (Current edition).

Interested Consulting Firms must submit One original clearly marked ‘ORIGINAL” and Three additional copies clearly marked “COPIES” of their Expression of Interest all enclosed in an outer envelope marked: “CONSULTING SERVICES FOR CONDUCTING ENDLINE SURVEY AND ANALYSIS FOR THE NUTRITION AND MALARIA CONTROL FOR CHILD SURVIVAL PROJECT” – DO NOT OPEN UNLESS IN THE PRESENCE OF SELECTION COMMITTEE”.

Expressions of Interest should be delivered to the address shown below at or before 10: 00 AM on 14th December, 2012.
