Description:
EXPRESSION OF INTEREST FOR CONDUCTING LONG LASTING INSECTICIDE TREATED NETS (LLINs) POST HANG-UP SURVEY FOR THE NUTRITION AND MALARIA CONTROL FOR CHILD SURVIVAL PROJECT (NMCCSP)

1. Background

The Ministry of Health in collaboration with the World Bank is implementing a comprehensive set of public health interventions in target districts in eight regions under the Nutrition and Malaria Control for Child Survival Project(NMCCSP). The aim is to contribute to the reduction in the high prevalence of avoidable child and maternal morbidities and mortalities attributable particularly to nutrition and malaria in line with efforts aimed at achieving MDG 4 and 5. The aim is to improve utilization of selected community-based health and nutrition services for children under the age of two and pregnant women in selected districts. The project interventions include growth promotion, health and nutrition education, vitamin A supplementation, deworming and provision of Long Lasting Insecticide Treated Nets (LLINs).

The project focuses on improving nutrition and child care practices and preventing the persistent occurrence of malaria in the country and consequently contributing to wealth creation. The project links up with many other projects which focus on child survival interventions such as the High Impact Rapid Delivery Approach (HIRD). The number of districts covered under this project is 77 in the Northern, Upper East, Upper West, Central, Volta, Ashanti, Greater Accra and Western Regions).

2. Project development objective and key indicators

The Project Development Objective (PDO) is to improve utilization of selected community-based health and nutrition services for children under the age of two and pregnant women in selected districts. The PDO is being achieved by: (i) strengthening institutional capacity of relevant central, regional and district governments to bring cross-sectoral coordination and collaboration for effective and efficient management for results; (ii) creating demand for and expanding community-based delivery of selected health and nutrition services directly related to health and nutrition outcomes (e.g. promoting child growth through BCC at community and household level); and (iii) accelerating provision and promoting the utilization of LLINs for malaria prevention.

As part of increasing access to LLINs, the project through the National Malaria Control Programme (NMCP) provided LLINs for distribution to beneficiaries in the implementing districts. The NMCP initiated a door-to-door hang up campaign to provide Long Lasting Insecticide Treated Nets (LLINs) and hang these LLINs in houses of recipients. This approach was chosen to ensure that more people in the country own long lasting insecticide treated nets and sleep under them.

3. Target Areas and Target Groups

Under the project, community-based health and nutrition programs will be implemented in five regions (77 districts) and three other strategically chosen areas: all districts in Northern, Upper West, Upper East, Volta, and Central Regions and one area (district or sub-metro) each in Western Region, Accra, and Kumasi. To improve child survival, growth and development, the main target group of the project is children under the age of two and pregnant women in the target areas. The general population will indirectly benefit from other interventions such as enforcement of salt iodization and revision and development of strategies for micronutrient deficiency control, including small-scale food fortification.

This study seeks to determine the processes, acceptability, coverage and utilization of LLINs in the prevention of Malaria within the implementing districts.
