The Government of Ghana has received a grant from the African Development Fund (ADF) in various currencies towards the cost of the Ghana Institutional Support Project to Oversight and Private Sector Development Institutions (GISP). It is intended that part of the proceeds of this grant will be applied to eligible payments under the contract for the Design, Installation, Training and Maintenance of an Aid Information Management System.

To strengthen aid management in Ghana and in line with international best practices on aid effectiveness, the Ministry of Finance recognizes the need to deploy an aid information management mechanism to analyse and report on aid portfolio, monitor and evaluate aid inflows, and disseminate aid information, among others.

The Ghana Aid Policy and Strategy 2014-2017 (final draft) enjoins the Ministry to deploy an aid information management system to:

 Record relevant elements of aid agreements;
 Analyze and report on aid portfolio;
 Monitor and evaluate the utilization of inflows; and
 Disseminate aid information.

The services included under this project are

1.0 OBJECTIVE
The objective of the consultancy is to design, install, train and maintain a web-based Aid Information Management System (AIMS) for the Ministry of Finance.

2.0 SCOPE OF WORK

2.1 The firm is required to:

2.1.1 Undertake a needs assessment of the data/information requirements of all relevant actors in Aid Management and make appropriate recommendations (reference to the ‘draft report of recommendations of best practices of Aid on Budget’ by Ato Ghartey Associates);


2.1.2 Facilitate the technical specification writing, purchase, installation, configuration, testing and commissioning of all equipment and components to ensure the smooth operation of the system. This should include the provision of adequate protection for the equipment against electrical surges.
2.1.3 Design, install and operationalize the AIMS.
2.1.4 Train and transfer the required knowledge to relevant technical staff of the Ministry in simple programming language to enable them undertake simple troubleshooting of the system and also make further improvements as required
2.1.5 Provide technical support (trouble-shooting and adaptive maintenance) on the AIMS for a period of 2 years.

The system deployment (design, installation, testing and training) is expected to be executed within twelve (12) months, starting from date of contract signature.

Technical support is thereafter expected to be provided for a period of two (2) years after system is installed and fully operational.

Interested firms shall have a minimum of ten (10) years expertise and experience in the design and implementation of such systems. The firm must have a successful track record of designing, developing and supporting implementation of web-enabled and sustainable aid information management system in a variety of development contexts, and with ability to link with donor information systems thereby enabling automated data exchange between donor and government systems.

The firm must show proof of having implemented such a system for use by at least two (2) developing countries in Africa. An experience in a middle income country would be an advantage.

The Ghana Institutional Support Project under the Ministry of Finance now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 Edition, Revised July 2012], which is available on the Bank’s website at http://www.afdb.org.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)
