Introduction
The Ministry of Health (MoH), the Principal Recipient (PR) of the Global Fund Grant, on behalf of the Ghana Health Service/ National Malaria Control Programme, has secured funding for the execution of the next phase of nationwide Behaviour Change Communication (BCC) campaign. The Ministry of Health intends to use part of the funds to engage a Marketing firm to undertake Behaviour Change Communication on Malaria inventions.
In Ghana, malaria occurs all year round and affects people of all ages. The malaria burden is a developmental problem, affecting all sectors of the economy. Over the past ten years, significant progress has been made towards reducing malaria related morbidity and mortality in Ghana. The National Malaria Control Programme has chalked a number of successes such as reduction in malaria-related mortality in health facilities and among pregnant women. Other examples include, a rapid decrease in the children under 5years of age malaria-specific mortality rate, from 3.7 per 1000 in 2002 to 1.2 per 1000 in 2011 as per the 2011 Multiple Indicator Cluster Survey (MICS) and over 80% of household ownership of Long Lasting Insecticide Treated Nets (LLINs).
Behaviour Change Communication (BCC) is one of the key strategies that has contributed to these achievements by tively influencing peoples’ perception, attitude and practices regarding malaria. BCC is therefore a key component of the malaria control effort by affecting the health-seeking or care-providing behaviour of individuals and communities, creating demand and sustaining use of malaria services and products. The mass media have been the major channel of communication for the BCC.
Despite these programmatic successes in malaria control, the disease remains a dominant cause of morbidity in Ghana, accounting for 38% of outpatient cases and 34.9% of hospital admissions per annum.
The overall goal of this phase of the BCC is aimed at Accelerating access to Prevention, Treatment, Home-Based Care for Malaria and increasing Access to Affordable Artemisinin-Based Combination Therapies (ACTs) in the Private Sector.
The purpose of this assignment is to embark on nationwide Behaviour Change Communication on Malaria Interventions.
Objective of Assignment
The main objective of this assignment is to reduce malaria-specific mortality and morbidity by 75% by the year 2015 through the acceleration of access to prevention, treatment, home-based care for malaria and increasing access to affordable ACTs in the private sector.
Scope of Work
The Advertising Agency(ies) would be responsible for the development and production of concepts for radio and/or television commercials.
The Ministry of Health now invites eligible Advertising Agency(ies) to indicate their interest in providing the services. Firms may associate to enhance their qualifications.
Requirements
Interested Advertising Agency (ies) must provide the following as part of their EOI:
1. Evidence of having the relevant industry experience
2. Excellent performance with reference and track record of nationwide BCC campaign in Health or malaria specific.
3. Indicate evidence of structure/outline for advertising production
4. Prove with evidence capabilities to produce, Flight, Monitor & Evaluate campaign
5. Statement of Capability including brochures, posters, electronic eg. audio and video
6. Curriculum Vitae of Proposed professional staff and information should include academic qualifications and number of years of experience
7. Copies of Business Registration Certificate, VAT/NHIL Certificate (for local firms), Valid SSNIT Registration Certificate (for local firms) and Valid Tax Clearance Certificate (for local firms)
8. Evidence of membership of a recognized professional body
The method of selection of the firm will be Quality and Cost-Based in accordance with the provisions set out in the Ghana Public Procurement Act, 2003; Act 663.
The criteria and rating for short-listing are as follows:

Interested Advertising Agency (ies) may obtain the detailed Terms of Reference (TOR) at the address below from 0900hours to 1700hours each working date.
